Each of these requires seemingly endless numbers of congressional hearings, which are recorded upon endless reams of paper.

And if, for some reason, you happen to read the voluminous testimony surrounding one of these environment-affecting proposals, you will generally find a marked contrast between the volume and kind of information presented by those who are pressing for technical development - building a dam, constructing a highway, installing a nuclear power plant - and the testimony of those who either oppose the development or wish to alter it in some way. The developer usually employs numerical arguments, which tend to show that there is an economic benefit to be obtained by constructing something - whatever that something may be. The argument is usually expressed in terms of a \"cost-benefit ratio.\" It is typically argued, for instance, that the construction cost of a given project will be repaid over a period of time and will yield a profit or a benefit in excess of the development costs by a ratio of, let us say, 1.2 to 1. The argument is further supported with great numbers of charts, graphs, tables, and additional figures.

In marked contrast, those who favor protection of the environment against development are fewer in number, their statements are based on emotion or personal feelings, and they usually lack numerical information, quantitative data, and detailed computations. Perhaps this is the reason why this latter group seems to be continually fighting rearguard actions - losing battle after battle.
","language":"English","publisher":"American Museum of Natural History","usgsCitation":"Leopold, L.B., 1969, Landscape esthetics: How to quantify the scenics of a river valley: Natural History, no. Breeding pair use of the wetland habitat and importance of Type 1 ponds in the wetland complex were evaluated. Changes in breeding pair densities and wetland habitat conditions on the study area were compared for the 16-year period, 1950-66.Blue-winged teal pair densities of 30.7 and 33.0 per square mile in 1965 and 1966, respectively, were above the 16-year average from 1950 to 1966 and near the maximum for this period. Blue-winged teal comprised 46.7 per cent of the waterfowl breeding population in 1965 and 51.7 per cent in 1966. Number of water areas per square mile through mid-spring 1965 was comparable to the average for the 16-year period, whereas during late spring 1965 and throughout the 1966 spring breeding seasons the number of water areas increased to near optimum conditions.Annual breeding-pair densities from 1950 to 1966 appeared to be largely influenced by water conditions, and pair-density fluctuations resulted from changes in number of wet ponds from late April through mid-May. Variations in water conditions after this period did not appear to have as great an effect on numbers of breeding teal.Use of wetland habitat by pairs changed throughout the spring breeding seasons. During the post-arrival period, teal congregated on larger wetlands. With onset of egg-laying, pairs dispersed into ponds throughout the wetland complex to establish breeding home ranges. Other factors that influenced changes in habitat use included: 1) pond type and size, 2) breeding cycle phenology, 3) availability of wet ponds, and 4) land use. Number of blue-winged teal pairs per unit area of water was highest in 1965 and 1966 on Type 1B ponds, followed in decreasing order by Types 3, 1A, and 4 and 5. Greater use of Type 1B ponds was probably related to larger ratio of edge or shore line to unit area of water. Interspersion of many small wetlands throughout the breeding habitat provided for maximum pair dispersal during egg-laying and early incubation stages of the reproductive cycle.","largerWorkType":{"id":18,"text":"Report"},"largerWorkTitle":"Transactions of the Saskatoon Wetlands Seminar","largerWorkSubtype":{"id":4,"text":"Other Government Series"},"language":"English","publisher":"Canadian Wildlife Service","usgsCitation":"Drewien, R., and Springer, P.F., 1969, Ecological relationships of breeding blue-winged teal to prairie potholes: Report Series 6, p. 102-115.","productDescription":"p. 102-115","startPage":"102","endPage":"115","numberOfPages":"14","costCenters":[{"id":480,"text":"Northern Prairie Wildlife Research Center","active":true,"usgs":true}],"links":[{"id":198473,"rank":0,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"4f4e4889e4b07f02db51b459","contributors":{"authors":[{"text":"Drewien, Rod C.","contributorId":58594,"corporation":false,"usgs":true,"family":"Drewien","given":"Rod C.","affiliations":[],"preferred":false,"id":325132,"contributorType":{"id":1,"text":"Authors"},"rank":1},{"text":"Springer, P. Each formulation of toxicant was lethal under all water conditions to fish eggs, fry, fingerlings, and adult fish. Trouts are the most sensitive and catfishes the least sensitive. Of the 31 species, 24 succumb to 5 p.p.b. or less of the toxicant; only certain catfishes survive 25 p.p.b, The order of toxicity to various species of fish suggests that antimycin has possibilities for selective or partial control of certain unwanted fish. Although toxic to fish under ice, antimycin is more active in warm water than in cold. It is slightly more active in soft water than in hard; it is more active and persists far longer in water at pH 5 to 8 than at pH 9 or 10. It is active on fish in either clear and turbid waters, and it can be detoxified by potassium permanganate, The results contributed to registration of antimycin A in Fintrol-5 formulation as a fish toxicant.","language":"English","publisher":"U.S. Bureau of Sport Fisheries and Wildlife","publisherLocation":"La Crosse, WI","usgsCitation":"Berger, B.L., Lennon, R.E., and Hogan, J.W., 1969, Laboratory studies on antimycin A as a fish toxicant: Investigations in Fish Control 26, 21.","productDescription":"21","startPage":"0","endPage":"21","numberOfPages":"21","costCenters":[{"id":606,"text":"Upper Midwest Environmental Sciences Center","active":true,"usgs":true}],"links":[{"id":199416,"rank":0,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"4f4e4b32e4b07f02db6b4446","contributors":{"authors":[{"text":"Berger, Bernard L.","contributorId":20373,"corporation":false,"usgs":true,"family":"Berger","given":"Bernard","email":"","middleInitial":"L.","affiliations":[],"preferred":false,"id":325313,"contributorType":{"id":1,"text":"Authors"},"rank":1},{"text":"Lennon, Robert E.","contributorId":14341,"corporation":false,"usgs":true,"family":"Lennon","given":"Robert","email":"","middleInitial":"E.","affiliations":[],"preferred":false,"id":325312,"contributorType":{"id":1,"text":"Authors"},"rank":2},{"text":"Hogan, James W.","contributorId":24402,"corporation":false,"usgs":true,"family":"Hogan","given":"James","email":"","middleInitial":"W.","affiliations":[],"preferred":false,"id":325314,"contributorType":{"id":1,"text":"Authors"},"rank":3}]}}

In the Coast Range province of California, blueschist rocks are devloped in the eugeosynclinal Franciscan Formation of Late Mesozoic age. The blueschist rocks form a narrow belt for more than 800 km along the eastern margin of this province and commonly are separated from rocks of an overlying thrust plate by serpentinite. Increasing metamorphism upward toward the thrust fault is indicated mineralogically by a transition from pumpellyite to lawsonite and texturally by a transition from metagraywacke to schist. The blueschist metamorphism probably occurred during thrusting in a zone of anomalously high water pressure in the lower plate along the sole of the thrust fault. This tectonic mode of origin for blueschist differs from the generally accepted hypothesis involving extreme depth of burial. Other belts of blueschist-facies rocks, including the Sanbagawa belt of Japan, the marginal synclinal belt of New Zealand, and the blueschist-ultramafic belts of Venezuela, Kamchatka, Ural mountains, and New Caledonia have similar geologic relations and might be explained in the same manner.
","language":"English","publisher":"Elsevier","doi":"10.1016/0040-1951(69)90100-0","issn":"00401951","usgsCitation":"Blake, M., Irwin, W., and Coleman, R.G., 1969, Blueschist-facies metamorphism related to regional thrust faulting: Tectonophysics, v. 8, no. 3, p. 237-246, https://doi.org/10.1016/0040-1951(69)90100-0.","productDescription":"10 p.","startPage":"237","endPage":"246","costCenters":[{"id":312,"text":"Geology, Minerals, Energy, and Geophysics Science Center","active":true,"usgs":true}],"links":[{"id":220718,"rank":0,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"8","issue":"3","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"5059f1eee4b0c8380cd4aee2","contributors":{"authors":[{"text":"Blake, M.C. Some workers have considered it to be a pseudomorph after diamond, and have used the proposed diamond ancestry as evidence of a meteoritic parent body of at least lunar dimensions. Careful examination of meteoritic samples indicates that cliftonite forms by precipitation within kamacite. We have also demonstrated that graphite with cubic morphology may be synthesized in a Fe-Ni-C alloy annealed in a vacuum. We therefore suggest that a high pressure origin is unnecessary for meteorities which contain cliftonite, and that these meteorities were formed at low pressures. Despite the importance of rapids, there are no waterfalls. Depth measurements made at 1/10-mile intervals show that the bed profile is highly irregular, but the apparent randomness masks an organized alternation of deeps and shallows. Measurement of the age of a lava flow that once blocked the canyon near Toroweap shows that no appreciable deepening of the canyon has taken place during the last million years. It is reasoned that the river has had both the time and the ability to eliminate the rapids. The long-continued existence and the relative straightness of the longitudinal profile indicate that the river maintains a state of quasi-equilibrium which provides the hydraulic requirements for carrying the debris load brought in from upstream without continued erosion of the canyon bed. The maintenance of the alternating pools and rapids seems to be a necessary part of this poised or equilibrium condition.
","largerWorkType":{"id":18,"text":"Report"},"largerWorkTitle":"The Colorado River region and John Wesley Powell (Professional Paper 669)","largerWorkSubtype":{"id":5,"text":"USGS Numbered Series"},"language":"English","publisher":"U.S. Government Printing Office","publisherLocation":"Washington, D.C.","doi":"10.3133/pp669D","usgsCitation":"Leopold, L.B., 1969, The rapids and the pools - Grand Canyon: Chapter D in The Colorado River region and John Wesley Powell (Professional Paper 669): U.S. Geological Survey Professional Paper 669, iii, 15 p., https://doi.org/10.3133/pp669D.","productDescription":"iii, 15 p.","startPage":"131","endPage":"145","costCenters":[],"links":[{"id":338559,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/usgs_thumb.jpg"},{"id":338558,"rank":1,"type":{"id":11,"text":"Document"},"url":"https://pubs.usgs.gov/pp/0669/report.pdf#page=147"}],"country":"United States","otherGeospatial":"Colorado River","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"58dcc824e4b02ff32c685770","contributors":{"authors":[{"text":"Leopold, Luna Bergere","contributorId":93884,"corporation":false,"usgs":true,"family":"Leopold","given":"Luna","email":"","middleInitial":"Bergere","affiliations":[],"preferred":false,"id":686773,"contributorType":{"id":1,"text":"Authors"},"rank":1}]}}

From the structure of the flow layering and the complex sequence of microbrecciation structures, it seems to be a relatively thick mass that rose passively through many fissures to flood a sag basin in the older rocks, which are as young as the early Pliocene Idavada Volcanics, a sequence of ignimbrites and tuffs. Chemical analyses, thin-sections, and X-ray diffractometer studies show that the Circle Creek Rhyolite is a two-feldspar rhyolite. The interrelations of the pyroxene phases are unusually complex. The Circle Creek is partly concealed by later tuffs, gravels, and olivine basalt and is cut by two sequences of high-angle faults of different ages.
","largerWorkType":{"id":4,"text":"Book"},"largerWorkTitle":"Studies in Volcanology","largerWorkSubtype":{"id":15,"text":"Monograph"},"language":"English","publisher":"Geological Society of America","doi":"10.1130/MEM116-p69","usgsCitation":"Coats, R.R., 1968, The circle creek rhyolite, a volcanic complex in northern Elko county, Nevada, chap. of Studies in Volcanology, v. 116, p. 69-106, https://doi.org/10.1130/MEM116-p69.","productDescription":"39 p.","startPage":"69","endPage":"106","costCenters":[],"links":[{"id":373154,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"country":"United States","state":"Nevada","county":"Elko County","geographicExtents":"{\n  \"type\": \"FeatureCollection\",\n  \"features\": [\n    {\n      \"type\": \"Feature\",\n      \"properties\": {},\n      \"geometry\": {\n        \"type\": \"Polygon\",\n        \"coordinates\": [\n          [\n            [\n              -116.94946289062499,\n              40.16208338164617\n            ],\n            [\n              -114.027099609375,\n              40.16208338164617\n            ],\n            [\n              -114.027099609375,\n              41.983994270935625\n            ],\n            [\n              -116.94946289062499,\n              41.983994270935625\n            ],\n            [\n              -116.94946289062499,\n              40.16208338164617\n            ]\n          ]\n        ]\n      }\n    }\n  ]\n}","volume":"116","noUsgsAuthors":false,"publicationDate":"1968-01-01","publicationStatus":"PW","contributors":{"authors":[{"text":"Coats, Robert R.","contributorId":37788,"corporation":false,"usgs":true,"family":"Coats","given":"Robert","email":"","middleInitial":"R.","affiliations":[],"preferred":false,"id":784594,"contributorType":{"id":1,"text":"Authors"},"rank":1}]}}

The study conducted during the 1960 and 1961 water years was limited to defining surface-water inflow at sites close to the lakeshore, as well as at sites used in the 1960-6 study. From these comparative data, estimates of inflow at the lakeshore were made for the 1960 and 1961 water years. During the 1964 water year, when inflow to the lake was probably representative of the 31-year period, about 800,000 acre-feet of water containing 2,200,000 tons of dissolved solids entered the lake.

During the years of average streamflow, about 500,000 acre-feet of water which might be developed for culinary use, passes the lowest sampling sites on the Bear and Weber Rivers. Also, more than 90 percent of the flow near the mouths of the Bear, Weber, and Jordan Rivers would be suitable for irrigation.

Sources of inflow could be selected to provide a water supply for a fresh-water lake east of Antelope Island. The supply would range from 300,000 acre-feet of water containing 800 ppm (parts per million) of dissolved solids during periods of low streamflow to 1 million acre-feet containing 500 ppm during periods of average streamflow.
","language":"English","publisher":"Utah Geological and Mineralogical Survey","publisherLocation":"Salt Lake City, UT","collaboration":"Prepared in cooperation with the Utah Geological and Mineralogical Survey","usgsCitation":"Hahl, D.C., 1968, Dissolved-mineral inflow to Great Salt Lake and chemical characteristics of the salt lake brine: Summary for water years 1960, 1961, and 1964: Utah Geological and Mineralogical Survey Water-Resources Bulletin 10, 35 p.","productDescription":"35 p.","numberOfPages":"37","costCenters":[{"id":610,"text":"Utah Water Science Center","active":true,"usgs":true}],"links":[{"id":333209,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"},{"id":333207,"rank":1,"type":{"id":11,"text":"Document"},"url":"https://ugspub.nr.utah.gov/publications/water_resources_bulletins/WRB-10.pdf"}],"country":"United States","state":"Utah","otherGeospatial":"Great Salt Lake","geographicExtents":"{\n  \"type\": \"FeatureCollection\",\n  \"features\": [\n    {\n      \"type\": \"Feature\",\n      \"properties\": {},\n      \"geometry\": {\n        \"type\": \"Polygon\",\n        \"coordinates\": [\n          [\n            [\n              -113.35693359375,\n              40.48038142908172\n            ],\n            [\n              -113.35693359375,\n              42.01665183556825\n            ],\n            [\n              -111.566162109375,\n              42.01665183556825\n            ],\n            [\n              -111.566162109375,\n              40.48038142908172\n            ],\n            [\n              -113.35693359375,\n              40.48038142908172\n            ]\n          ]\n        ]\n      }\n    }\n  ]\n}","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"5879f5ade4b0847d353f44ce","contributors":{"authors":[{"text":"Hahl, D. Reports in this series are prepared cooperatively by the U.S. Geological Survey and the Utah Division of Water Resources and are designed to provide data to enable interested parties such as legislators, administrators, and planners to keep abreast of changing ground-water conditions.

This report, like the others (see references, p. 105), contains information on well construction, ground-water withdrawals, water-level changes, and related changes in precipitation and streamflow. It also contains supplementary data that are related to ground-water use in some areas. In reports of this series, the inclusion of such supplementary data as graphs showing chemical quality of water and maps showing water-table configuration is intended only for those years or areas for which applicable data are available and are important to a discussion of changing ground-water conditions.

The report includes individual discussions of the most important areas of ground-water withdrawal in the State for the calendar year 1967. Water-level fluctuations, however, are described for the period spring 1967 to spring 1968. Included for the first time in this series of annual reports is a (1) summation of the withdrawal of water from wells in the 5 years 1963-67 (table 3) and (2) maps and discussions of water-level changes for the 5-year period 1963-68. The records of streamflow at the short-term or secondary gaging stations are extended on the basis of a graphical correlation with concurrent records at long-term or primary gaging stations. The data presented consist of records of runoff at the short-term stations summarized on a monthly and yearly basis; these data include the actual short-term records and the correlative estimates of runoff. Methods and information are included to enable the reader to make further extensions of runoff records.

The standard error of estimate for correlations used is 30 percent or less, and the coefficient of correlation is at least 0.8. Streamflow information is thereby obtained that is believed to be more representative of the long-term runoff than is an actual short-term record.

This study shows that the optimum period of concurrent record needed in Utah for a reliable correlation is about 15-20 years. Extensions of record for low-flow and flood-frequency studies usually cannot be obtained from correlations. Much of this information could be collected economically by converting short-term stream-gaging stations to partial-record stations after a satisfactory correlation with a long-term station has been obtained.
","language":"English","publisher":"Utah Department of Natural Resources, Division of Water Rights","publisherLocation":"Salt Lake City, UT","usgsCitation":"Reid, J., Carroon, L., and
