The program provides peak flow data on streams having drainage areas generally less than 50 square miles, placing particular emphasis on those less than 10 square miles. Basin parameters being investigated are drainage area, length of main stream, slope of main channel, basin altitude, forest cover, and storage area. Each of the 138 gaging stations are equipped with crest-stage gages, and 10 stations have continuous recorded records of stage and precipitation. The relative magnitude of flood flows for different hydrologic regions are shown in graphs which relate maximum discharge to drainage area. Each station record contains location, drainage area, records available, type of gage, on-site structure elevations, bankfill stage, and annual maximum stage and discharge On the reservation, only the Umatilla River and one of its principal tributaries, Meacham Creek, have significant perennial flows. Runoff of the principal streams is largely from snowmelt in the Blue Mountains and is highly variable. The principal aquifers are the Columbia River Basalt Group and the Quaternary alluvium. The basalt underlies the entire reservation to a depth of a few thousand feet, and most wells tap this source. The Quaternary alluvium is present only in the valleys of the principal streams. The alluvium averages about 12 feet (ft) in thickness in the Umatilla River valley, where it has the greatest extent; elsewhere it is generally thinner.</p><p>Surface-water outflow from the reservation averages about 600 cubic feet per second (ft<sup>3</sup>/s), and the total stream inflow is about 540 ft<sup>3</sup>/s. About 480 ft<sup>3</sup>/s of the outflow is in the Umatilla River, 106 ft<sup>3</sup>/s is in McKay Creek, and 14 ft<sup>3</sup>/s is in other streams.</p><p>Dependable streamflow, defined here as the 7-day mean low flow that will occur once every 50 years, on the average, is 30 ft<sup>3</sup>/s in Umatilla River above Meacham Creek near Gibbon, 5 ft<sup>3</sup>/s in Meacham Creek below Line Creek at the east boundary, 33 ft<sup>3</sup>/s in Umatilla River at Cayuse, and 14 ft<sup>3</sup>/s in Umatilla River at Pendleton. Monthly mean flows in Umatilla River above Meacham Creek near Gibbon in summer and fall frequently are less than the published recommended minimum flows for spawning and rearing of trout; in the reach of the Umatilla River near Pendleton the summer and fall flows generally are below those recommended minimum flows.</p><p>Wells in the Columbia River Basalt Group range in depth from a few to 1,910 ft, and their yields range from less than 1 to more than 1,200 gallons per minute (gal/min). Small yields adequate for domestic needs can generally be obtained from the basalt. The depths required for successful wells may be&nbsp;extremely variable. Evaluation of specific-capacity data from wells in the basalt in four geographic areas suggests that the basalt is more permeable beneath the south reservation and the Umatilla River valley, that the permeability decreases on the north reservation, and that it is least in the Blue Mountains.&nbsp;</p><p>Surface and ground waters generally are of good quality and suitable for most uses. Surface water is soft and generally contains less than 120 milligrams per liter (ug/L) of dissolved solids. Dissolved oxygen in streams is generally at or close to saturation levels at most stream temperatures and discharge rates. Ground water ranges from soft to very hard (28 to 280 mg/L), but it generally ranges between moderately hard to hard (61 to 180 mg/L). Dissolved solids in ground water range from 88 to 561 mg/L, but generally are between 200 and about 250 mg/L.</p><p>During 1975, an estimated 11 million gallons per day (Mgal/d) of surface and ground water was withdrawn from the reservation for all uses. About 4 Mgal/d was from surface-water sources and 60 percent, or 7 Mgal/d, was from ground-water sources. About 7.2 Mgal/d was used for irrigation, 3.6 Mgal/d for public supply, and the remainder was for domestic and industrial use. About 4 Mgal/d, or 40 percent of the total water withdrawn, was for public supply and for irrigation use outside the reservation boundaries.</p><p>Local seasonal declines of ground-water levels of 100 ft or more occur in shallow basalt wells in the Umatilla River valley between Mission and the west boundary. The sites were Mapleton Depot and Newport, Pennsylvania, on the Juniata River, and Harrisburg and Marietta, Pennsylvania, and Conowingo, Maryland, on the Susquehanna River. The purpose for the simulations was to determine the effects of a new reservoir, Raystown Lake, on the low-flow frequency characteristics of these sites. Raystown Lake is on Raystown Branch Juniata River, a tributary to the Juniata River.</p>\n<p>Output from a reservoir-regulation model of Raystown Lake was used as input to the flow-routing models. In addition, a reservoir-routing model was developed for the hydroelectric power dams on the lower Susquehanna River.</p>\n<p>Low-flow frequency curves, based on the post-Raystown Lake simulated flows, were compared to similar curves based on pre-Raystown observed data. The comparison indicated that operation of the lake will cause estimated increases in the 7-day 10-year low flows ranging from 420 cfs at Mapleton Depot to 290 cfs at Marietta and Conowingo over the 7-day 10-year low flows for pre-Raystown conditions.</p>\n<p>Although inherent modeling errors exist in all of these simulated data, the overall quality of the simulated flows and the low-flow frequency curves is considered good. It is remote from urban development and extensive agriculture. Nevertheless, most of the inflow to the lake, about 302,000 acre-ft per year, comes from 2 canals and a creek that drain the upper part of the basin which receives effluent from about 35 percent of the Orlando metropolitan area. With this inflow and a lake volume of 26,100 acre-ft, water in the lake is renewed about every 0.1 year. Cypress Lake has a surface area of 6.4 sq mi, a mean depth of 6.4 ft, an immediate overland drainage area of 29 sq mi and with Lake Hatchineha, receives drainage from 1,162 sq mi. From 1950 to 1964, before locks and dams at the outlets of Lakes Kissimmee and Tohopekaliga regulated water levels at Cypress Lake, water levels fluctuated from 57 ft msl to 48 ft msl, periodically flooding the surrounding area. After regulation from 1964 to 1975, the maximum water level at Cypress Lake was slightly more than 54 ft msl. Specific conductance of the water increased in Cypress Lake from an average of 76 micromho/cm in 1954-65 before regulations to 130 micromho/cm in 1964-75 after regulation. Cypress Lake is classified as a colored alkaline lake with an average color of 79 platinum cobalt units. Emergent marsh vegetation covers almost all the shoreline of the lake. Field-study methods were of a reconnaissance nature, and thus the interpretations in the report are tentative. \r\n\r\nLandscape of the Metlakatla Peninsula, on which the city of Metlakatla is located, is characterized by a muskeg-covered terrane of very low relief. In contrast, most of the rest of Annette Island is composed of mountainous terrane with steep valleys and numerous lakes. During the Pleistocene Epoch the Metlakatla area was presumably covered by ice several times; glaciers smoothed the present Metlakatla Peninsula and deeply eroded valleys on the rest. of Annette Island. The last major deglaciation was completed probably before 10,000 years ago. Rebound of the earth's crust, believed to be related to glacial melting, has caused land emergence at Metlakatla of at least 50 ft (15 m) and probably more than 200 ft (61 m) relative to present sea level.\r\n\r\nBedrock in the Metlakatla area is composed chiefly of hard metamorphic rocks: greenschist and greenstone with minor hornfels and schist. Strike and dip of beds are generally variable and minor offsets are common. Bedrock is of late Paleozoic to early Mesozoic age. Six types of surficial geologic materials of Quaternary age were recognized: firm diamicton, emerged shore, modern shore and delta, and alluvial deposits, very soft muskeg and other organic deposits, and firm to soft artificial fill. A combination map unit is composed of bedrock or diamicton. Geologic structure in southeastern Alaska is complex because, since at least early Paleozoic time, there have been several cycles of tectonic deformation that affected different parts of the region. Southeastern Alaska is transected by numerous faults and possible faults that attest to major movements of the earth's crust. The latest of the major tectonic events in the Metlakatla region occurred in middle Tertiary time; some minor fault activity probably continues today at depth. Along the outer coast of southeastern Alaska and British Columbia, major faulting activity occurs in the form of active, strike-slip movement along the Queen Charlotte fault about 100 mi (160 kin) west-southwest of Metlakatla. Some branching subsidiary faults also may be active, at least one of which may be the Sandspit fault. \r\n\r\nMany major and smaller earthquakes occur along the outer coast. These shocks are related to movements along the Queen Charlotte fault. A few small earthquakes occur in the region between the outer coast and the Coast Mountains, which includes Metlakatla. 0nly a few earthquakes have been reported as felt at Metlakatla; these shocks and others felt in the region are tabulated. Historically, the closest major earthquake was the magnitude 8.1 Queen Charlotte Islands earthquake of August 22, 1949, which occurred along the Queen Charlotte fault 125 mi (200 km) southwest of Metlakatla. No damage was reported at Metlakatla. The probability of destructive earthquakes affecting Metlakatla is unknown. A consideration of the tectonics and earthquake history of the region, however, suggests that sometime in the future an earthquake with a magnitude of about 8 will occur along that segment of the Queen Charlotte fault nearest to Metlakatla. Smaller earthquakes with magnitudes of 6 or more might occur elsewhere in the Metlakatla region or south-southeastward near Dixon Entrance or Hecate Strait. \r\n\r\nSeveral geologic effects that have characterized large earthquakes elsewh6re may be expected to accompany some of the possible major earthquakes that might affect the Metlakatla area in the future.
