The value of the report lies in the fact that interpretation of the hydrologic systems in the basin requires knowledge of the concurrent state of development of the water supply, because that development has progressively altered the local regimen of both surface water and ground water.</p>\n<br/>\n<p>Most of the information for the earlier years was extracted and condensed from an investigation made by W. H. Hall, California State Engineer during the years 1878-87. Hall's study described irrigation development in southern California from its beginning through 1888. Information for the years following 1888 was obtained from the archives of the numerous water companies and water agencies in the Santa Ana River basin and from the various depositories of courthouse, county, and municipal records.</p>\n<br/>\n<p>The history of water-resources development in the Santa Ana River basin begins with the introduction of irrigation in the area by the Spanish, who settled in southern California in the latter part, of the 18th century. The first irrigation diversion from the Santa Ana River was made in 1810 or 1811 by Jose Antonio Yorba and Juan Pablo Peralta. Irrigation remained a localized practice during the Mexican-Californian, or rancho, period following the separation of Mexico from Spain in 1821. Rancho grantees principally raised cattle, horses, and sheep and irrigated only small· plots of feed grain for their livestock and fruit crops for household use. The breakup of the ranchos through sales to Americans, who were migrating to California in ever-increasing numbers following the acquisition of California by the United States in 1848, marked the beginning of a rapid increase in water use and the beginning of widespread irrigation.</p>\n<br/>\n<p>Many water companies and water agencies were organized to divert the surface flow of the Santa Ana River and its tributaries for irrigation. The Santa Ana River had been a perennial stream, except in years of extreme drought, from its source in the mountains nearly to the Pacific Ocean. With the great increase in population and the accompanying use of water for irrigation, the river was no longer a perennial stream, and it was necessary to supplement the surface-water supply with ground water. Many wells were dug or drilled in the artesian areas of the upper basin; of those wells many originally flowed, but as ground-water pressures and levels declined, an increasing amount of pumping was required.</p>\n<br/>\n<p>Conservation measures were taken to store some of the surplus winter runoff for use during low runoff years and during summer periods of heavy demand. Conservation facilities included surface-storage reservoirs and water-spreading grounds or percolation basins for utilization of underground storage.</p>\n<br/>\n<p>The competition for water in the Santa Ana River basin has been accompanied by frequent litigation over water tights, and over the years these water rights have generally been established by court decree.</p>\n<br/>\n<p>Although the demand for water still increases, the water demand for agricultural use has declined since the mid-1940's in response to the rapid urbanization of agricultural areas. Since that date the continued expansion of communities has encroached significantly into the agricultural areas causing a decrease in water use for agriculture, a more than compensating increase in water use for municipal purposes, and a rapid change in the ownership of water rights.</p>\n<br/>\n<p>The urbanization of flood plains made floods potentially more damaging than they previously had been when the flood plains were used for agriculture. In recognition of this increased hazard, flood-control facilities such as reservoirs, debris basins, flood-conveyance channels, and levees have been constructed to reduce potential damage. Most of the construction has occurred since the devastating flood of March 1938.</p>\n<br/>\n<p>By the mid-1940's it was apparent that the local water supply--both surface and ground water--would be insufficient to meet the increasing demand in the basin. To augment the local supply, Colorado River water was purchased from the Metropolitan Water District of Southern California and released to the Santa Ana River beginning in August 1949. The program is an upgraded version of FSIPI (Scott, Tibbetts, and Burdick, 1972) with several major improvements in addition to .its adaptation to timeshare operation. The most significant improvement was made in the procedure for handling data from in-line offset shotpoints beyond the end shotpoints of the geophone spread. Lower, middle, and upper coal groups are recognized. The middle coal group, in the lower coal-bearing member of the Williams Fork Formation, contains two thick, persistent coal beds in the Foidel Creek area. The Wadge coal bed, stratigraphically the higher of the two, reaches thicknesses of 3.7 meters, and is strippable beneath large areas on the south slope of Eckman Park. Coal resources of the Wadge bed in the Foidel Creek area--an area of 134 square kilometers, as defined in this study--are estimated to be 317 million metric tons. The Foidel Creek EMRIA reclamation study site--an area of 10.9 square kilometers--contains about 36.1 million metric tons of Wadge coal, as much as 28.1 million metric tons of which occur beneath overburden 61 meters or less in thickness. About 52 meters lower in the section, the Wolf Creek coal bed locally exceeds 6.1 meters in thickness. Coal resources of the Wolf Creek bed in the Foidel Creek area are estimated to be 434 million metric tons. The program uses the method of moments in contrast to the more commonly used but less inclusive graphic method of Folk and Ward (1957).\r\n\r\nThe merits of the program are: (1) it is rapid; (2) it can accept data in either grouped or ungrouped format; (3) it allows direct comparison with grain-size data in the literature that have been calculated by the method of moments; (4) it utilizes all of the original data rather than percentiles from the cumulative curve as in the approximation technique used by the graphic method; (5) it is written in the computer language BASIC, which is easily modified and adapted to a wide variety of computers; and (6) when used in the HP-9830A, it does not require punching of data cards. Maps are prepared each May and September to coincide with seasonal low and high ground-water levels. The mapped area contains nine producing well fields which supplied 92.8 million gallons on May 12, 1976 to municipalities along the Gulf Coast. This pumpage came from the Floridan aquifer, the major aquifer in the State of Florida. The effect of well-field withdrawals is shown on the maps as cones of depression in both the potentiometric and water-table surfaces. The May 1976 maps indicate that water levels have declined below sea level in some areas. Uplift and depression have produced a succession of regressive and transgressive sedimentary units, while contemporaneous right-slip along faults of the San Andreas system have offset major structural and lithologic elements. This deformation produced three regional and several local unconformities within upper Tertiary rocks and initiated development of a canyon system that today includes the Monterey, Ascension, Carmel, and other large submarine canyons. The Tertiary stratigraphy of the offshore Monterey Bay area is divided into two provinces by a major structural boundary, the north-trending Palo Colorado-San Gregorio fault zone. East of this zone in the offshore are four seismically distinct sequences that can be correlated with major sequences onshore. These sequences comprise (1) pre-Tertiary basement, and (2) middle Miocene, (3) upper Miocene to Pliocene, and (4) upper Pliocene to Holocene sedimentary intervals. Each of the latter three sequences is bounded by unconformities, as is its counterpart on land. Only Neogene sedimentary rocks are present offshore; Paleogene units, if originally present, have been removed completely by pre-middle Miocene erosion. \r\n\r\nAn extensive erosional surface was cut during Zemorrian time into the late Mesozoic granitic basement rocks. Incised into this surface are the ancestral Monterey Canyon and an unnamed canyon. Marine sedimentary rocks of upper Miocene and Pliocene age overlie this unconformably and fill the unnamed canyon. Similar rocks also may have once filled Monterey Canyon. Near shore these strata are covered by terrestrial alluvial and eolian deposits, deltaic deposits, marine canyon fill, landslide and slump deposits, and unconsolidated sediments that range in age from upper Pliocene to Holocene. Monterey Canyon appears to have been filled and exhumed at least twice since its inception in Oligocene time, once in late Miocene and once in Pleistocene time. Three major seismic stratigraphic units are apparent in continuous seismic reflection profiles from the offshore area west of the Palo Colorado-San Gregorio fault zone. These are (1) acoustical basement, and (2) middle Tertiary and (3) late Tertiary to Quaternary sedimentary intervals. Acoustical basement comprises Cretaceous to early Tertiary sedimentary rocks, Mesozoic or older metamorphic rocks, and Cretaceous or Jurassic rocks of the Franciscan assemblage. The middle Tertiary sequence consists of sedimentary rocks of questionable Miocene age. The late Tertiary to Quaternary sequence is composed of Pliocene sedimentary rocks and unconsolidated marine sediments, and submarine landslide and slump deposits. \r\n\r\nSeismic reflection surveys indicate two major, intersecting, northwest-trending fault zones to be present in the offshore Monterey Bay area. The Palo Colorado-San Gregorio fault zone may be more than 200 km long; it is narrow (approximately 3 km wide) and is represented in most places by one or two faults. This zone appears to connect with faults mapped on land near Ano Nuevo Point and Point Sur. The Monterey Bay fault zone, located in the area between Santa Cruz and Monterey, is a diffuse zone, approximately 10 to 15 km wide, of en echelon faults. Faults within this zone appear to connect with faults on land near Monterey, and the zone appears to be truncated by the Palo Colorado-San Gregorio fault zone west of Santa Cruz. \r\n\r\nLocations of more than 110 earthquakes (1968-1976) show that the newly mapped fault zones in Monterey Bay are seismically active. Epicenters in the bay form two clusters, one at the intersection of the Monterey Bay and Palo Colorado-San Gregorio fault zones, and the other in a linear belt that trends northwest along the Palo Colorado-San Gregorio fault zone. Excitation is a vertically incident shear wave in the underlying medium. The nonlinear hysteretic behavior of the soil is represented by a model consisting of simple linear springs and Coulomb friction elements arranged as shown. A boundary condition is used which takes account of finite rigidity in the elastic substratum. The computations are performed by an explicit finite-difference scheme that proceeds step by step in space and time. A brief program description is provided here with instructions for preparing the input and a source listing. Ground-water levels ranged from 0.1 foot above to 1.1 feet below average. The highest and lowest ground-water levels for the year were both 1 foot below their long-term averages. In the Hialeah-Miami Springs area, ground-water levels in wells near the centers of the heaviest pumping ranged from 9.8 to 11.2 feet below mean sea level and in the Southwest well field area, ground-water levels near the centers of pumping ranged from 3.5 feet above to 3.4 feet below mean sea level. The combined average daily discharge from eight major streams and canals that flow into Biscayne Bay was 1,014 cubic feet per second (cfs), 124 cfs above the combined average daily flow for the 1974 water year. The combined average daily flow through the Tamiami Canal outlets was 568 cfs, 202 cfs below that of the 1974 water year. The position of the salt front in 1975 in the coastal part of the Biscayne aquifer was about the same as in 1974 except at Miami International Airport and Homestead Air Force Base where the salt front had encroached farther inland.
