By the year 2000 municipal use of water in this region will probably be more than twice the current use, and subsidiary uses of water, especially for recreation, also will have increased greatly. To meet the projected needs, annual pumpage of water from the Ipswich River could be increased from current maximums of about 12 mgd (million galleons a day) to about 45 mgd without reducing average base flows in the river, provided that the increased withdrawals would be restricted to periods of high streamflow. \r\n\r\nIn addition, considerably more pumpage could be derived from streamflow by utilizing base-flow discharge; however, the magnitude of such use could be determined only in relation to factors such as concurrent ground-water use, the disposal of waste water, and the amount of streamflow required to dilute the pollution load to acceptable levels. Under present conditions, little or no increase in diversion of streamflow would be warranted in the upstream rafts of the basin during the summer and early fall of each year, and only a moderate increase could be made in the lower reaches of the stream during the same period. \r\n\r\nAnnual rainfall in the basin averages about 42.5 inches, and represents the water initially available for use. Of this amount, an average of about 20.5 inches is returned to the a.tmosphere by evapotranspiration. The remainder, about 22 inches, runs off as streamflow in the Ipswich River or is diverted from the basin by pumpage. The average annual stream runoff, amounting to about 47 billion gallons, is a measure of the water actually available for man's use. The amounts of water used by municipalities in recent years are less than 10 percent of the available supply. \r\n\r\nLarge supplies of ground water may be obtained under water-table conditions from the stratified glacial drift that forms .the principal ground-water reservoir of the basin. Stratified drift deposits fill valleys in about 31 percent of the basin. Thicknesses of the deposits are generally less than 50 feet, but at places may be as great as 200 feet. \r\n\r\nBetween 1931 and 1960 recoverable annual recharge to stratified drift aquifers averaged about 10 inches, equal to 42 mgd. The least possible recharge during any of these years was probably more than 41inches, or 25 mgd. Therefore, ground-water withdrawals from the basin could be sustained at a rate at least five times greater than the 1960 rate of 4.9 mgd. In the lower Ipswich basin. withdrawal of ground water could be sustained at a rate eight or nine times greater than the 1960 rate of 1.86 mgd. There are 1 or more favorable sites for further exploration for ground water in each of the 10 communities that occupy the major part of the river ,basin. Small but reliable supplies of ground water for domestic use may be withdrawn from bedrock almost anywhere it. the basin. Ground-water levels show no long-term trend since 1939, and although large fluctuations in water levels occur during each year, the ground-water reservoir at most places in the Ipswich River basin is replenished annually to its full capacity. During parts of most years potential recharge is unable to enter the already-saturated ground-water reservoirs, and most of this 'rejected recharge' enters streams as surface runoff. \r\n\r\nThe chemical quality of both ground and surface water is generally satisfactory for most uses, although excessive concentrations of iron and manganese occur locally, and at places the hardness of the water is objectionable. \r\n\r\nThe surface- and ground-water resources of the basin are closely related. Because most areas favorable for further development of ground water are adjacent to stream channels, large increases in the withdrawal of ground water during low-flow periods will result in reductions of streamflow. Composite frequency curves were drawn showing the relation of the mean annual flood to floods having recurrence intervals from 1.1 to 50 years. Other curves express the relation of the mean annual flood to basin characteristics. In the northern part of the basin (north of about lat 37° N.) both drainage area and mean altitude were important factors influencing the magnitude of the mean annual flood. Only drainage area was used as an independent variable in the southern part of the basin.
By combining data from the composite frequency curves and curves showing the relation of the mean annual flood to basin characteristics, flood-frequency curves can be drawn for streams in the report area not materially affected by regulation or diversion within the range and recurrence interval defined by base data.
Some of the larger streams in the basin do not lend themselves to regional analysis. These streams are given special treatment in this report. Owing to the paucity of streamflow data, flood-frequency relations are not defined in some of the more arid parts of the report area.

The U.S. Geological Survey has been making water-resources studies in cooperation with the State of California and other agencies in California for more than 70 years. Three of the earliest Geological Survey Water-Supply Papers--numbers 17, 18, and 19--published in 1898 and 1899, describe \"Irrigation near Bakersfield,\" \"Irrigation near Fresno,\" and \"Irrigation near Merced.\" However, the first Survey report on ground-water occurrence in the San Joaquin Valley was \"Ground Water in the San Joaquin Valley,\" by Mendenhall and others. The fieldwork was done from 1905 to 1910, and the report was published in 1916 as U.S. Geological Survey Water-Supply Paper 398.
The current series of ground-water studies in the San Joaquin Valley was begun in 1952 as part of the California Department of Water Resources-U.S. Geological Survey cooperative water-resources program. The first report of this series is Geological Survey Water-Supply Paper 1469, \"Ground-Water Conditions and Storage Capacity in the San Joaquin Valley.\" Other reports are Water-Supply Paper 1618, \"Use of Ground-Water Reservoirs for Storage of Surface Water in the San Joaquin Valley;\" Water-Supply Paper 1656, \"Geology and Ground-Water Features of the Edison-Maricopa Area;\" Water-Supply Paper 1360-G, \"Ground- Water Conditions in the Mendota-Huron Area;\" Water-Supply Paper 1457, \"Ground-Water Conditions in the Avenal-McKittrick Area;\" and an open-file report, \"Geology, Hydrology, and Quality of Water in the Terra Bella-Lost Hills Area.\"
In addition to the preceding published reports, ground-water studies currently are being made of the Kern Fan area, the Hanford- Visalia area, the Fresno area, the Merced area, and of the clays of Tulare Lake. Also, detailed studies of both shallow and deep subsidence in the southern part of the San Joaquin Valley are being made by the Subsidence Research Section at Sacramento, and research on permeability and specific yield in the San Joaquin Valley is being done by our hydrologic laboratory at Denver.

The purpose of this report is twofold:
\n1. To present water-surface profiles and rating curves for existing channel conditions in the 4-mile reach of Raccoon River upstream from the mouth, and
\n2. To show the effect upon water-surface profiles of raising the Fleur Drive roadway to eliminate road overflow.
\nThe Raccoon River., having a drainage area of 3,630 square miles, borders the south edge of the Des Moines downtown business district before flowing into the Des Moines River at mile 201.6. A large residential area and the city airport are separated from downtown Des Moines by the Raccoon River (fig. 1). Five highway bridges and one railroad bridge span the river between the mouth and mile 205.75, the limits of this report (fig. 1). The river is confined to a narrow channel from the mouth to the Chicago, Burlington, and Quincy Railroad bridge (mile 202.6); upstream of this bridge the river is not confined and during high water spreads over a wide flood plain. Fleur Drive, a principal traffic artery to the downtown area, is the only roadway of the five that crosses this wide flood plain. It has been flooded 15 times during the period 1903, 1918-1965.

Sip,ce that time the systematic collection of streamflow data. has expanded. In 1915 the Texas Board of Water Engineers (now the Texas Water Development Board) entered into a cooperative agreement with the U. S. Geological Survey for the purpose of expanding the network of stream-gaging stations in Texas. Sites were selected for stream-gaging stations to obtain hydrologic data for water supply and flood control. Therefore, the stream-gaging stations were located principally on major streams. Today, after three-quarters of a century.of hydrologic data collection, peak discharge data on small streams are still deficient in Texas. The Geological Survey and the Texas Highway Department, therefore, have entered into a cooperative program to collect peak discharge data on small streams for the purpose of deriving flood-frequency data needed for the economical design of culverts and small bridges.

About 100 square miles of alluvial-fan deposits in western Fresno County, California, have been affected by manmade near-surface subsidence within the past few decades. Subsidence of 3-5 feet is common and 10-15 feet of subsidence has occurred within small areas. Oren cracks form between areas undergoing different amounts of settlement, and are a characteristic feature of compaction due to wetting. Differential settlement occurring within short distances has destroyed or damaged ditches, canals, roads, pipelines, electric-transmission towers, and buildings, and has made the irrigation of crops difficult. The areas of known near-surface subsidence along the alinement of the San Luis Canal-California Aqueduct were compacted by ponding before construction of the canal.
The 11 miles of canal alinement that cross the fan of Panoche Creek were not ponded before construction. ,Although a few reports of local residents to the California Department of Water Resources indicated that some very small areas of settlement had occurred after irrigation, it was generally considered that the fan would not be susceptible to widespread near-surface subsidence. The irrigated fields did not show the pronounced hummocky relief and subsidence hollows that were typical of the areas of known near-surface subsidence. Nit as strong was the evidence from core holes that showed that the deposits, even in areas that had never been irrigated, were roughly at field capacity instead of being moisture deficient. This seemed logical because Panoche Creek had been observed to flow for 1-5 months during years of heavy rainfall, in contrast to the ephemeral flow of streams on the Moreno Gulch fan to the northwest and on the Tumey Gulch fan to the south. It was assumed that if similar flows had occurred in the past, the deposits would have been wetted thoroughly from the land surface to the water table with each major period of flow and deposition.
