An extensive literature review was conducted to determine the discharge requirements of various components of a warm water fishery. Where exact hydrologic parameters were not measured directly in individual studies, they were estimated from inferred statements and knowledge of hydrologic variables leading to certain instream conditions. From this information it was possible to determine which components of the stream community would be most seriously affected by reduced discharges.
\nIn addition, a number of different methods used in the recommendation of minimum streamflows was reviewed. These methods were evaluated for their reliability and ease of use. It was concluded that a method for recommending minimum discharges should not sacrifice reliability for expediency.
\nA methodology is proposed for the recommendation of minimum discharges for a warm water fishery. This method utilizes field measurements of critical stream areas and biological criteria determined from the used of indicator species. For large rivers, migration and spawning requirements are analyzed using the paddlefish (Polyodon spathula) as the indicator species. For smaller rivers, the suggested indicator species is the sauger (Stizostedion canadense). Rearing flows are determined on the basis of stream productivity by analyzing macroinvertebrate habits, and on the basis of fish habitat typing. The indicator species for determining adequate fish habitat is the stonecat (Notorus flavus).
\nA number of variables were identified which might require a greater amount of in-stream flow than the fishery, per se. These variables included streamflow needs for riparian and other sub-irrigated vegetation, water quality parameters, anchor ice formation, and the relationship between discharge and sediment yield. Information concerning these variables is insufficient at this time to determine whether a variable will \"over-ride\" the streamflow requirement for the fishery itself. Further research is needed in these areas, and several investigative methods for conducting such research are proposed.

The basin is along the eastern edge of the \"Palouse Country\" where the rolling Palouse hills merge with the low mountains of northern Idaho. It is drained by the South Fork Palouse River, Paradise Creek, and Missouri Flat Creek, and their headwater tributaries.
All water supplies for the basin are derived from wells and springs. Virtually all large-capacity wells are owned by the City of Moscow and the University of Idaho. These wells are open to the basalt of the Columbia River Group and the interbedded sands in the Latah Formation (Stevens, 1960, p. 335; Jones and Ross, 1972, p. 12-13, fig. 4). Many domestic and a few commercial wells are also open to these same formations. Most of the City and University wells tap thick sections of these water-bearing formations. However, only about 25 percent of the total basin area is underlain by basalt. The approximate subsurface extent of the area underlain by basalt, as determined by well logs and geophysical data, is shown in figure 2.
The purpose of this report is to present basic geologic and hydrologic data that are available in the basin. Included are a table of well records, well logs, a table of annual ground-water withdrawals, water levels in observation wells, a contour map showing the approximate elevation of the water-level in the upper series of basalt flows and interbedded sediments in the southern part of the area (fig. 2), and a bibliography of the more important reports pertaining to ground water in the area. More than 90 percent of the wells tapping basalt were visited, but only a representative number of wells tapping other rocks were visited. Data that may have become available after December 1972 are not given except for water-level measurements made in March 1973.

The data were collected during a study of the drainage basins from 1969 to 1971 in cooperation with the Massachusetts Water Resources Commission. The report is released in order to make available to the public and to local, state, and federal agencies basic hydrologic information that may aid in planning water-resources development. Basic records contained in this report and streamflow data published elsewhere (U.S. Geol. Survey, 1960 et seq.) complement an interpretive report (Williams and Tasker, 1974).

When related to streamflow, these data provide hydrologists with a knowledge of the flood experience of a drainage basin. If an adequate flood history is known, it is possible to estimate the probable magnitude and frequency of floods likely to occur in that basin, and this information is a valuable asset to anyone who must estimate design floods at proposed drainage structures. However, most design problems involve estimating peak flows on ungaged streams. This is difficult because the rate of storm runoff is not the same in all basins due to the influence of various basin characteristics which can either assist or retard the runoff. The crest-stage gaging program in Oregon is designed to provide a representative sampliing of peak flows at basins having a wide range in characteristics. Then, after sufficient data are collected, a statistical analysis can be made which will provide a means for estimating design floods at ungaged sites on the basis of known basin characteristics.
This report is one of a series presenting a compilation of peak data collected at 232 crest-stage gaging stations in Oregon. The collection and publication of these data are made possible through mutual funding by State and Federal agencies. The Geological Survey, the Oregon State Highway Commission, the Federal Highway Administration, and the Bureau of Land Management are currently supporting 160 active crest-stage stations in Oregon.

The rapid increases in ground-water inflow, outflow, and storage from irrigation have created a need for a better understanding of the ground-water system before and after the start of irrigation to establish guidelines necessary for management of the area's ground-water resource. This report describes the physical environment, availability, distribution, movement, quality, and use of water in the upper Wisconsin River basin as an aid in planning and water management. The report presents general information on the basin derived from data obtained from Federal, State, and local agencies, New field data were collected in areas where information was lacking. More detailed studies of problem areas may be required in the future, as water needs and related development increase.
\nThe upper Wisconsin River basin is the headwaters of the Wisconsin River drainage and includes about 2,730 square miles in northern Wisconsin (upstream from the gage on the Wisconsin River at Merrill). An additional 50 square miles of the basin lies in Michigan and is not covered by this report. The report area includes parts of Forest, Langlade, Lincoln, Marathon, Oneida, Price, Taylor, and Vilas Counties,
\nMany organizations and persons assisted the study by providing data. Among the contributors were the University of Wisconsin-Extension, Geological and Natural History Survey, the Wisconsin Department of Natural Resources, the Public Service Commission of Wisconsin, and the Wisconsin Valley Improvement Company, Municipal water officials furnished water-supply information and well records, Many individuals allowed access to their wells for water-level measurements and collection of water samples for chemical analysis.

(ELETROBRAS) as a part of the cooperative program of the U.S. Geological Survey (USGS) and CPRM under the auspices of the Ministerio das Minas e Energia (MME) and the U.S. Agency for International Development (USAID). Its primary purpose is to provide an evaluation of the adequacy of streamflow data on streams which are being considered for or are already being utilized for hydroelectric power sources. Some comments are included pertaining to the general coverage hydrologic network. These comments were generated by the examination of the streamflow data useful for power purposes because all gaging stations form a part of the total network for hydrologic investigations. Present plans are that the entire network will eventually be operated by or under the jurisdiction of the MME through the Departamento National de Aguas e Energia Eletrica (DNAEE).
Brazil is a large country, larger than the conterminous United States, and it has been engaged in hydrologic investigations for more than 50 years. The network has been maintained by Federal agencies, State agencies, power companies, and consulting firms and until recently no organizational mechanism existed to coordinate the various activities or to establish uniform standards of data collection, computation, and publication.
It is estimated that stage and/or discharge data have been collected at 2,500 or more sites in Brazil. Because there has been no centralized publication system, it has not been possible to locate with assurance all measurement sites or to ascertain precisely the types and quality of the data collected or available.
For these reasons the suggestions outlined in this report are expected to be modified on the basis of local need and site information, which may not have been evident at the time of the review. For example, specific suggestions have been made to discontinue some stations which appear superfluous or which essentially duplicate other stations. In other instances additions to the network have been proposed. There may be reasons for the continued operation of a given station which cannot be discerned from the available literature. Also coverage may have been established in an area but the evidence has not yet appeared in print. DEAEE is currently (1973) working diligently to overcome a backlog of data computation and publication. Brazil is currently developing at a rapid rate with electric power demands increasing at a 12% annually, a reflection of the tremendous growth of the economy. With this rate of increase likely to continue for the foreseable future, it goes without saying that hydrologic information needed tomorrow must be collected today.
