By 1973, an estimated six million cubic feet of such material had been placed in six burial grounds in two valleys. The practice initially was thought of as a safe method for permanently removing these potentially hazardous substances from man's surroundings, but is now que.3tionable at this site because of known leaching of contaminants from the waste, transport in ground water, and release to the terrestrial and fluvial environments. \r\n\r\nThis review attempts to bring together in a single document information from numerous published and unpublished sources regarding the past criteria used for selecting the Oak Ridge burial-ground sites, the historical development and conditions of these facilities as of 1974, the geologic framework of the Laboratory area and the movement of water and water-borne contaminants in that area, the effects of sorption and ion exchange upon radionuclide transport, and a description and evaluation of the existing monitoring system. It is intended to assist Atomic Energy Commission (now Energy Research and Development Administration) officials in the formulation of managerial decisions concerning the burial grounds and present monitoring methods. \r\n\r\nSites for the first three burial grounds appear to have been chosen during and shortly after World War II on the basis of such factors as safety, security, and distance from sources of waste origin. By 1950, geologic criteria had been introduced, and in the latter part of that decade, geohydrologic criteria were considered. While no current criteria have been defined, it becomes evident from the historical record that the successful containment of radionuclides below land surface for long periods of time is dependent upon a complex interrelationship between many geologic, hydrologic, and geochemical controls, and any definition of criteria must include consideration of these factors.\r\n\r\nFor the most part, the burial grounds have been developed by a simple cut and fill procedure similar to the operation of a municipal landfill. Low permeability of the residuum, high rainfall, shallow depth to ground water, the excavation of trenches below the water table, and other practices, have contributed to a condition of waste leaching in probably all of the burial grounds. Despite these conditions, only very small concentrations of radionuclides have been found in wells or otherwise attributed to the initial three, small sites in Bethel Valley. This fact, however, may be due in part to the scant extent of site monitoring of those burial grounds for transport of radionuclides in ground water, and to the discharge of liquid radioactive waste to the drainage in concentrations that probably would have masked the presence of contaminants derived from these burial grounds. In comparison to the Bethel Valley sites, larger amounts of radioactive contaminants have been found in wells, seeps, trench overflow, and the drainages that drain Burial Grounds 4 and 5 in Melton Valley. The movement of radionuclides from the trenches to the drainages show that the latter sites are not suitable for the retention of all contaminants under existing conditions, and invalidates the operational concept of long-term or permanent retention of all radionuclides in the geologic environment. \r\n\r\nThe transport of many radioactive ions leached from the waste has been retarded by the very high sorptive and ion exchange capacity of the residuum with which the radionuclides have had contact. Not all radionuclides, though, will be retained in the subsurface by adsorption, absorption, or ion exchange. \nThe report contains discharge-frequency data for flood peaks, flood–frequency profiles, and the regional flood– (100-year flood) inundation limits for the lower Yahara River. The study reach is in southern Dane County extending from part of the shoreline of Lake Waubesa downstream through Lake Kegonsa to the Dane-Rock County line. Specifically the parts of the shoreline of Lake Waubesa included are those in and south of section 8, T. 6 N., R. 10 E. on the west shore and the south half of section 3, , T. 7 N., R. 10 E. on the east shore. (See figure 2.) The reach is 21 river miles (31 km) long.
\nThe Wisconsin Legislature has enacted flood–plain–Zoning legislation (1965) to encourage economic use of flood plains and to minimize flood losses. This act gave counties, cities, and villages the responsibility of enacting, administering, and enforcing reasonable and effective flood-plain regulations.
\nThis report is a sequel to earlier reports by Lawrence and Holmstrom (1971) and Holmstrom and Lawrence (1971). The earlier reports provided much of the same information, but the scale of the maps defining limits of flooding was much smaller. This report , using Orthophotographs at a scale of 1 in - 100 ft., provides greater detail.
\nThe report is based on conditions existing in 1971. All elevations are referenced to mean sea level, datum of 1929.

Natural recharge from precipitation averages 17x106 cubic metres per year whereas current discharge averages 26.6x106 cubic metres per year. Depletion of storage is accompanied by a deterioration in quality due to encroachment of salty water from the Gulf and from underlying formations. Artificial recharge with desalted sea water to permit additional agricultural development appears technically feasible but its practicability needs to be examined further. The area is bounded on the west by the crest of the Cascade Range and on the south and east by the Metolius and Deschutes Rivers. The mountainous western part is underlain by young volcanic rocks, and the plateaus and valleys of the eastern part are underlain by basalt, tuff, sand, and gravel of Tertiary and Quaternary ages. There are numerous springs, some developed for stock use, and about 50 domestic and community wells; yields are small, ranging from less than 1 to as much as 25 gallons per minute. Chemical quality of most ground water is suitable for stock or human consumption and for irrigation. Average flows of the Warm Springs River, Metolius River, and Deschutes River are 440, 1,400, and 4,040 cubic feet per second (cfs), respectively. Shitike Creek, which has an average flow of 108 cfs had a peak of 4,000 cfs in January 1974. Most streams have fewer than 100 milligrams per liter (mg/liter) of dissolved solids. Chemical and biological quality of the mountain lakes is also good; of 10 lakes studied, all had fewer than 50 mg/liter of dissolved solids and none had measurable fecal coliform bacteria. Contributing drainage area and the 2-year 24-hour rainfall are the only independent variables required for estimating flood depths for natural streams. For urban streams the percentage of the basin impervious and served by storm sewers is also required. The only limitations are that the stream be unregulated, that the main channels be unimproved, and that the contributing drainage area and the 2-year 24-hour rainfall be in the range of values used to derive the relations. The standard errors of estimate range from 24 percent for the 50- and 100-year floods to 33 percent for the 2-year flood for the natural streams. The estimation error for urban streams is not evaluated due to paucity of data. Although the flood depths estimated from techniques presented in this report are considered less reliable than those obtained from field surveys and hydraulic computations, the ease and simplicity of their determination are expected to make them useful for many purposes.
Data on flood depths for 132 gaging stations are given in table 1.
