Removal of water, oil, and gas from the subsurface in Harris County has caused declines in fluid pressures, which in turn have resulted in subsidence of the land surface. Subsidence in the area of Burnett, Scott, and Crystal Bays near Baytown is becoming critical because much of the area is now subject to inundation by high tides.

\n

Production of oil and gas from the Goose Creek Field on the southeast edge of Baytown had caused as much as 3.25 feet (1 meter) of subsidence by 1925. The subsidence due to oil and gas production is restricted to the area of production and has not extended to the area of Burnett, Scott, and Crystal Bays.

\n

Withdrawals of water from large-capacity industrial wells, which resulted in declines in artesian pressure, began about 1918. As much as 280 feet (85.3 meters) of artesian-head decline has occurred in the Evangeline aquifer, and as much as 320 feet (97.5 meters) of artesianhead decline has occurred in the Alta Lorna Sand of Rose (1943). Significant subsidence of the land surface probably began about 1920 or later and as much as 8.2 feet (2.5 meters) of subsidence had occurred in the area by 1973.

\n

The study of subsidence in the area of the three bays included the collection of undisturbed clay samples for laboratory analyses, collection of water-level records, and installation and monitoring of pressure transducers in clays and of observation wells in sands.

\n

Probable future subsidence was calculated for two loading situations. Case I provided that the artesian head in both the Alta Lorna Sand and Evangeline aquifer would continue to decline at a rate of 6 feet (1.8 meters) per year until 1980 and then cease. Case II provided that artesian head in the Alta Lorna Sand would continue to decline at a rate of about 6 feet (1.8 meters) per year until about 1995, when the potentiometric surface would reach the top of the Alta Lorna Sand. The artesian head in the Evangeline aquifer would also decline about 6 feet (1.8 meters) per year until 1995.

\n

The ultimate subsidence expected for the assumed conditions of case I and case II is 11.4 feet (3.47 meters) and 15.1 feet (4.60 meters), respectively. However, only 1.4 feet (0.43 meter) of subsidence below present land surface would occur if artesian heads were maintained at their present levels.

\n

To halt subsidence in the near future, artesian head must be increased, either by decreasing pumpage or by repressurization by artificial recharge.

The U.S. Geological Survey has been gathering low-flow data on streams throughout Kentucky for several decades. Much of the data now have been analyzed to determine the frequency of the annual low flow on those streams. Knowledge of the magnitude and frequency of low flow is necessary for planning, managing, and protecting water resources of the Commonwealth. Some specific uses are to analyze potential water-supply capacity, for control of water quality, and for the management of recreation potential. 

This preliminary report presents a low-flow characteristic at each site where defined, and where the flow is not significantly regulated. That characteristic, the 7-day, 10-year low flow, is the one which seems to be most in demand because of its use in water quality planning and control.

environment of the Van Norman Reservoirs area","docAbstract":"The upper and lower Van Norman dams, in northwesternmost San Fernando Valley about 20 mi (32 km) northwest of downtown Los Angeles, were severely damaged during the 1971 San Fernando earthquake. An investigation of the geologic-seismologic setting of the Van Norman area indicates that an earthquake of at least M 7.7 may be expected in the Van Norman area. The expectable transitory effects in the Van Norman area of such an earthquake are as follows: peak horizontal acceleration of at least 1.15 g, peak velocity of displacement of 4.43 ft/sec (135 cm/sec), peak displacement of 2.3 ft (70 cm), and duration of shaking at accelerations greater than 0.05 g, 40 sec. A great earthquake (M 8+) on the San Andreas fault, 25 mi distant, also is expectable. Transitory effects in the Van Norman area from such an earthquake are estimated as follows: peak horizontal acceleration of 0.5 g, peak velocity of 1.97 ft/sec (60 cm/sec), displacement of 1.31 ft (40 cm), and duration of shaking at accelerations greater than 0.05 g, 80 sec. \r\n\r\nThe permanent effects of the expectable local earthquake could include simultaneous fault movement at the lower damsite, the upper damsite, and the site proposed for a replacement dam halfway between the upper and lower dams. The maximum differential displacements due to such movements are estimated at 16.4 ft (5 m) at the lower damsite and about 9.6 ft (2.93 m) at the upper and proposed damsites. \r\n\r\nThe 1971 San Fernando earthquake (M 6?) was accompanied by the most intense ground motions ever recorded instrumentally for a natural earthquake. At the lower Van Norman dam, horizontal accelerations exceeded 0.6 g, and shaking greater than 0.25 g lasted for about 13 see; at Pacoima dam, 6 mi (10 km) northeast of the lower dam, high-frequency peak horizontal accelerations of 1.25 g were recorded in two directions, and shaking greater than 0.25 g lasted for about 7 sec. \r\n\r\nPermanent effects of the earthquake include slope failures in the embankments of the upper and lower Van Norman dams, rupturing of the ground surface by faulting along parts of the zone of old faults that extends easterly through the reservoir area and across the northern part of the valley, folding or arching of the ground surface, and differential horizontal displacement of the terrane north and south of the fault zone. \r\n\r\nAlthough a zone of old faults extends through the reservoir area, the 1971 surface ruptures apparently did not; however, arching and horizontal displacements caused small relative displacements of the abutment areas of each of the three damsites. The 1971 arching coincided with preexisting topographic highs, and the surface ruptures coincided with eroded fault scarps and a buried ground-water impediment formed by pre-1971 faulting in young valley fill. This coincidence with evidence of past deformation indicates that the 1971 deformations were the result of a continuing geologic process that is expected to produce similar deformations during future events. \r\n\r\nThe 1971 San Fernando earthquake probably was not the largest that has occurred in this area during the last approximately 200 years, as indicated by a buried fault like scarp about 200 years old that is higher than, and aligned with, 1971 fault scarps. In addition, the San Fernando zone of 1971 ruptures is part of a regional tectonic system that includes the San Andreas and associated faults; one of these, the White Wolf fault north of the San Andreas, is symmetrical in structural attitude with the San Fernando zone and ruptured the ground surface during the 1952 Kern County earthquake (M 7.7). Other large earthquakes associated with surface rupturing on faults of this system include the 1857 Fort Tejon earthquake (M 8+) and possibly the 1852 Big Pine earthquake. As used in this report, the Corvallis-Albany area consists of approximately 210 square miles and includes a part of the lower foothills of the Coast and Cascade Ranges. Volcanic and marine sedimentary units exposed in the foothills range in age from Eocene to Oligocene or Miocene. The volcanic rocks are primarily pillow lavas and basalt flows, which yield only small quantities of water generally adequate for domestic and stock use. Marine-deposited sandstone, siltstone, and shale of the older sedimentary units are fine grained, poorly permeable, and generally yield small volumes of water to wells. In the valley plain the older units are overlain by Pleistocene and Holocene alluvial deposits. The alluvial deposits (sand and gravel) of the valley plain contain the most productive aquifers in the area and are considered to be the only units feasible for large-scale development of ground-water supplies. \r\n\r\nAquifers in the area are recharged principally by direct infiltration of precipitation. Most of the precipitation (about 38 in. per yr avg) occurs during late autumn and winter. Ground water is discharged naturally from the area by seepage and spring flow to streams, by evapotranspiration, by underflow, and artificially through wells. \r\n\r\nDuring 1971 the seasonal decline of water levels from winter to late summer averaged about 10 feet for the alluvial deposits. The seasonal change of storage in that year was estimated to be about 130,000 acre-feet. Of this volume, about 14,000 acre-feet was pumped from wells; the rest (about 116,000 acre-feet) was discharged through seeps and springs by evapotranspiration. The difference between pumpage and natural discharge indicates that a great quantity of additional water is available for development. The storage capacity of the alluvial aquifers in the area is estimated to be about 750,000 acre-feet between depths of 10 and 100 feet. \r\n\r\nGround water from the alluvial deposits is chemically suitable for all uses, as is most of the water from perched-water bodies in the older sedimentary and volcanic rocks. However, the mineral content of water from the older sedimentary rocks, particularly from deeper producing zones in the valley plain, is greater than that from the alluvial deposits. Locally, some of the water from the older rocks is too saline for general use. Analysis of water samples for coliform bacteria indicates that ground-water pollution exists in parts of the Corvallis-Albany area. The Rum River, a tributary of the Mississippi River, drains an elongate area of about 1,550 square miles. The source of the Rum River is Mille Lacs Lake. Much of the northern half of the watershed is forested, and there are large areas of swampland. Population is most concentrated in the southern half, where agriculture is the dominant economic activity.

\n

Except for scattered Precambrian igneous rock outcrops in the central third of the watershed, bedrock is covered by glacial drift. In the southern third, the drift includes considerable amounts of outwash and is directly underlain by Cambrian and Precambrian sedimentary rocks.

\n

Greatest topographic relief is in morainal areas around Mille Lacs Lake. The central third of the watershed slopes gradually southward, grading into the relatively flat area of surficial outwash.
