The odd-numbered zones and the Mahogany zone are mappable subsurface units of relatively thick oil shale and are distinguished from the even-numbered zones and A- and B-grooves which are thinner units of oil shale of lower grade. \r\n\r\nLarge amounts of nahcolite found in zones 5 to 12 occur in (1) coarse-grained crystalline aggregates scattered through oil shale, (2) laterally continuous units of fine-grained crystals disseminated in oil shale, (3) brown microcrystalline beds, and (4) white coarse-grained beds that grade laterally into halitic rocks toward basin center. The original .upper limit of the nahcolite and halitic rocks is not yet completely known, but the present top is marked by a dissolution surface. Above this surface the rocks, extending from zones 11 or 12 upward into the Mahogany zone, form a water-saturated 'leached zone,' a geohydrologic unit in which large amounts of water-soluble minerals probably mostly nahcolite, and halite, were removed by ground-water dissolution. Rocks in the leached zone, mostly oil shale, are commonly broken and fractured and contain crystal cavities and solution breccias. Several solution breccias can be traced laterally into unleached beds of nahcolite and halite. Although evidence of salines is found in rocks above A-groove, the original saline facies that includes most of the bedded deposits extends from zone 5 upward into A-groove. \r\n\r\nPotentially ruinable beds of white nahcolite as much as 12 feet thick are found at depths of 1,560 or more feet below the surface. Some thicker beds of high-grade nahcolite are believed to be too close to the dissolution surface for safe room-and-pillar mining. Probably the most economical method of mining nahcolite would be as a coproduct of a shale-oil industry. Removal of nahcolite prior to retorting increases significantly the grade of oil shale by as much as 1.6 times, Several zones are more than 300 feet thick and average 30 or more weight percent nahcolite. Resources of nahcolite per square mile range as high as 489 million short tons. Drainage from about 97 percent of the region is to the Colorado River. About 60 percent of the land is owned or administered by the Federal Government, and another 15 percent is in Indian trust. The predominantly arid to semiarid region is sparsely populated (averaging about three persons per square mile, or about two and one-half persons per km<sup>2</sup>) and is used chiefly for grazing, recreation, and mineral development.</p>\n<p>The water supply for the region comes from precipitation within the region, which averages about 95 million acre-feet (117,182.5 hm<sup>3</sup>) per year. Development of the region's water supply has been limited almost entirely to surface water. Only about 2 percent of the total estimated volume of water withdrawn (about 5.7 million acre-ft, or 7,030.9 hm<sup>3</sup>) and consumed (about 3.6 million acre-ft, or 4,440.6 hm<sup>3</sup>) in the region in 1970 came directly from ground-water sources.</p>\n<p>By the year 2020 consumptive use of water within the region and water exports to adjacent regions are expected to total more than 6.5 million acre-feet (8,017.8 hm<sup>3</sup>) per year. Use of the ground-water resources of the Upper Colorado Region in water-resources management can help to meet these water needs.</p>\n<p>A tremendous amount of water is stored in the rocks (ground-water reservoirs) of the Upper Colorado Region. Recoverable water in just the upper 100 feet (30.5 m) of saturated rocks is estimated to be as much as 115 million acre-feet (141,852.5 hm<sup>3</sup>). That amount is nearly four times the total active storage capacity of all surface-water reservoirs in the region. The average annual replenishable supply of the ground-water reservoir is about 4 million acre-feet (4,934 hm<sup>3</sup>). This amount of water could irrigate about 1.3 million acres (526,1,10 ha) of crops having an annual water requirement of 3 feet per acre (0.9 m/ha), or it could provide about 3,600 million gallons (13,627,440 m<sup>3</sup>) per day for industrial use.</p>\n<p>Most of the ground water is in consolidated rocks, which generally yield water to wells slowly. Much of the ground water is saline and, in some places, occurs at great depths. Nevertheless, the ground water is more uniformly distributed than is surface water, both areally and with time; therefore, it can be used advantageously in overall waterresources management. Recent advancements in the field of demineralization and in evaluation and development of ground water make this possible.</p>\n<p>Options available for use of ground water in water-resources management&middot;in the&middot;region include conjunctive use with surface water or development of ground water as an independent supply. The latter option could be for &amp; perennial supply or for a time-limited supply (mining ground water), depending on the need and the existing ground-water conditions. All options can be carried out so as to meet the requirements of the Colorado River Compact. The options could be implemented to optimally develop the Upper Colorado River Basin's allocation of Colorado River water while meeting the Compact commitments to the Lower Data on the quality of surface water (chemical, microbiological, temperature, and sediment) were collected from designated sampling sites at predetermined intervals such as once daily, weekly, monthly, or less frequently, and at some sites data were recorded on punched paper tape at 60-minute intervals. Records are given for 70 sampling stations of which 7 are partial-record stations, and for 51 miscellaneous sites. Miscellaneous temperatures of streamflow are given for 77 gaging stations, and records of chemical analyses are given for 224 ground-water sites. Locations of surface water-quality stations are shown in Figure 1, page 2. Records for pertinent water-quality stations in bordering States are also included. The records were collected by the Water Resources Division of the U.S. Geological Survey under the direction of C. W. Lane, district chief. These data represent that portion of the National Water Data System collected by the U.S. Geological Survey and cooperating State and Federal agencies in Kansas. Kansas District personnel who contributed significantly to the collection and preparation of data included in this report were: B. L. Day, L. R. Shelton, M. L. Penny, L. R. Stringer, and D. J. Dark (Kansas State Department of Health).</p><p>The Geological Survey has published records of chemical quality, suspended sediment, and water temperatures since 1941 in annual series of water-supply papers entitled, \"Quality of Surface Waters of the United States.\" Beginning with the 1964 water year, water-quality records also have been released by the Geological Survey in annual reports on a State-boundary basis. Distribution of these reports is limited; they are designed primarily for rapid release of data shortly after the end of the water year to meet local needs. Hydrologic and salt balances for the Pauma, Pala, Bonsall, and Mission ground-water basins in the San Luis Rey River valley needed to develop the plan were difficult to compute because of the lack of data. </p><p>Hydrologic models constructed and verified for 1958-72 for Pauma and Pala basins and for 1946-72 for Bonsall and Mission basins were beneficial in developing the hydrologic balances. The program computes the coordinates for a variable grid -used in the 'Pinder Model' (a finite-difference aquifer simulator), for input to the CalComp GPCP (general purpose contouring program). The program adjusts the y-value by a user-supplied constant in order to transpose the origin of the model grid from the upper left-hand corner to the lower left-hand corner of the grid. The user has the options of, (1.) choosing the boundaries of the plot; (2.) adjusting the z-values (altitudes) by a constant; (3.) deleting superfluous z-values and (4.) subtracting the simulated surfaces from each other to obtain the decline. Output of this program includes the fixed format CNTL data cards and the other data cards required for input to GPCP. Many of the electric-analog models require large amounts of hardware preparation for each problem to be solved and some become so bulky that they present serious space and access problems. Digital-computer models require no special hardware preparation but often they require so many repetitive solutions of equations that they result in calculations that are unduly unwieldy and expensive, even on the latest generation of computers. Further, the more detailed digital models require a vast amount of core storage, leaving insufficient storage for evaluation of the many possible schemes of water-management. A concept introduced in 1968 by the senior author of this report offers a solution to these problems. The concept is that the effects on streamflow of ground-water withdrawal or recharge (stress) at any point in such a system can be approximated using two classical equations and a value of time that reflects the integrated effect of the following: irregular impermeable boundaries; stream meanders; aquifer properties and their areal variations; distance of the point from the stream; and imperfect hydraulic connection between the stream and the aquifer. The value of time is called the stream depletion factor (<i>sdf</i>). Results of a relatively few tests on detailed models can be summarized on maps showing lines through points of equal <i>sdf</i>. Sensitivity analyses of models of two large stream-aquifer systems in the State of Colorado show that the <i>sdf</i> technique described in this report provides results within tolerable ranges of error. The <i>sdf</i> technique is extremely versatile, allowing water managers to choose the degree of detail that best suits their needs and available computational hardware. Simple arithmetic, using, for example, only a slide rule and charts or tables of dimensionless values, will be sufficient for many calculations. If a large digital computer is available, detailed description of the system and its stresses will require only a fraction of the core storage, leaving the greater part of the storage available for sophisticated analyses, such as optimization. Once these analyses have been made, the model then is ready to perform its principal task--prediction of streamflow and changes in ground-water storage. In the two systems&nbsp;described in this report, direct diversion from the streams is the principal source of irrigation water, but it is supplemented by numerous wells. The streamflow depends largely on snowmelt. Estimates of both the amount and timing of runoff from snowmelt during the irrigation season are available on a monthly basis during the spring and early summer. These estimates become increasingly accurate as the season progresses, hence frequent changes of stress on the predictive model are necessary. The <i>sdf</i> technique is especially well suited to this purpose, because it is very easy to make such changes, resulting in more up-todate estimates of the availability of streamflow and ground-water storage.
