Three of the four stations had sufficient available record for assessing changes in constituent relations with time. The records for each long-term station were subdivided into segments of approximately 5 years each. Plots and regression equations were derived for each record segment to show the relations of each major constituent value to levels of specific conductance and stream discharge. At only one stations, Boise River at Notus, was there was an apparent significant change in chemical characteristics with time. Between 1940 and 1951, the percentages of chloride and sulfate in solution at this station declined appreciably and were largely replaced by bicarbonate.  In general, there were highly significant correlations between the major inorganic ions and specific conductance, although those observed at Bear River at Border were distinctly poorer than those observed for the other stations. Corresponding correlations between the major ions and discharge were almost always less significant than those observed between the same ions and specific conductance. The common ion-discharge relations observed on the Snake River near Heise were more highly correlated before 1957 than thereafter--probably because of changes induced by the construction of Palisades Dam. The basin ranges in altitude from about 340 to </span><span>9,000 feet, and receives annual precipitation ranging from </span><span>more than 150 inches in the mountains to less than 10 inches </span><span>at the lower altitudes. A good vegetative cover is sustained </span><span>in the mountains by the high precipitation, whereas vegeta</span><span>tion is sparse in the lower semiarid parts of the basin.</span></p><p><span>In the mountainous areas snowmelt runoff transports most of the sediment during April through June. In the semiarid parts of the basin, little runoff occurs during most years, and most of the sediment is transported when heavy, warm rains fall on extensive accumulations of snow. During the 1970 and 1971 water years, the measured suspended-sediment concentrations in the upper Columbia River basin ranged from less than 1 milligram per liter in many streams to more than 200,000 milligrams per liter in Providence Coulee. The estimated long-term annual suspended-sediment yields range from less than 10 tons per square mile in many basins to more than 500 tons per square mile in Providence Coulee. </span></p><p><span>Man's activities have caused only a slight increase in the magnitude of the sediment discharge to the Columbia River. Although cultivation has initiated a large increase in erosion on the Columbia Plateau, and winds there move some of the loosened or easily eroded soils to depressions and runoff channels, sediment transport by streams has not increased greatly. The model utilizes a mixed-integer mathematical program to identify a minimum present cost set of water resources projects (diversions, reservoirs, ground-water fields, desalinization plants, water treatment plants, and inter-basin transfers of water) which will meet a set of future water demands and to determine their sequence of construction. The information will be of use to those concerned with the design of bridges and other structures and the conduct of various operations on the flood plains of the streams. Included in the report are flood-peak records, gaging-station records, and water-surface profiles.</p>\n<p>Outstanding floods treated in this report are the 1954 flood which is the greatest known in the upper reaches of the Iowa River, the 1969 flood which is the greatest flood in recent years in the central reach of the river, and the 1947 flood which is the greatest flood recorded, excepting the 1918 historic flood, in the lower reaches of the river. Selected data are also given for the 1918 flood, the greatest flood recorded on the Iowa River.</p>\n<p>Flood profiles for the main stem include those for the 1947, 1954, 1969, the computed 25- and 50-year floods, and a partial profile for the June 1972 flood. On the West Branch Iowa River, profiles are shown for the 1944, 1969, the computed 25- and 50-year floods, and a partial profile for the June 1954 flood. On the East Branch Iowa River, profiles are shown for the 1954, 1969, the computed 25- and 50-year floods, and a partial profile for the June 1944 flood. Specific pollutional properties of theses discharges are not well understood in all  cases although the toxic materials and aquatic-plant nutrients (biostimulants) found in municipal and industrial waterwater are considered to be a major cause of regional water-quality problems. Other water-quality problems in the region are commonly attributed to pesticides found in agricultural wastewater and potentially pathogenic bacteria in municipal-wastewater discharges and in storm-water runoff.</p>\n<br>\n<p>The geographical distribution and magnitude of wastewater discharges in the bay region, particularly those from municipalities and industries, is largely a function of population, economic growth, and urban development. As might be expected, the total volume of wastewater has increased in a trend paralleling this growth and development. More significant, perhaps, is the fact that the total volume parameters such as BOD (biochemical oxygen demand), biostimulant concentrations, and toxicity, has increased despite large expenditures on new and improved municipal- and industrial-wastewater-treatment plants. Also, pollutant loadings from other major source, such as agriculture and storm-water runoff, have increased.</p>\n<br>\n<p>At the time of writing (1972), many Federal, State, regional, and local agencies are engaged in a comprehensive wastewater-management-planning effort for the entire bay region. Initial objectives of this planning effort are: (1) the consolidation and coordination of loosely integrated wastewater-management facilities and (2) the elimination of wastewater discharges to ecologically sensitive areas, such as fresh-water streams and shallow extremities of San Francisco Bay. There has been some investigation of potential long-range wastewater-management alternatives based upon disposal in deep water in the bay, in the Pacific Ocean, or on land. Also, wastewater-reclamation and water-reuse concepts seem to be growing in favor with the public and should become and important part of future wastewater-management plans. Because most wastewater-reclamation and water-reuse systems would involve the use of land (that is agricultural irrigation, ground-water recharge, recreational reservoirs) local and regional lang-use planners can ass much to wastewater-management planning by identifying local and subregional waterwater-reclamation and water-reuse possibilities within their jurisdictions and integrating them with future land-use plans. J. Carpenter.</p>\n<p>The occurrence of an outstanding flood in 1969 and the acquisition of additional flood data in the basin prompted the preparation of this report. The 1969 flood, the greatest flood on the Rock River in at least 45 years, is nearly equivalent to a flood of a 50-year recurrence interval. The 1953 flood was the greatest recorded on Otter Creek. This flood was 1.8 times the 50-year recurrence interval discharge at the gaging station near Ashton.</p>\n<p>Flood information is reported for 49.8 miles (80.1 kilometers) on the main stem, 49.6 miles (79.8 kilometers) on the Little Rock River, and 33.0 miles (53.1 kilometers) on Otter Creek. This information is useful to those concerned with the design of bridges and other structures and those involved in regulatory or planning activities on the flood plains of the streams. Included in the report are flood-peak records, frequency curves, water-surface profiles, and bench mark data.</p>\n<p>Flood profiles for the Rock River include those for the 1962, 1964, 1965, 1969, and the computed 25- and 50-year floods. On the Little Rock River and Otter Creek, profiles include those for the 1969 flood and the computed 25- and 50-year floods.
