At times the research was not done before a loss occurred, or did not provide the information needed to solve a problem, or was not interpreted to indicate a need for corrective action.\nThree examples are used to illustrate these problems: (1) Sea lamprey (<i>Petromyzon marinus</i>) research was not initiated until 50 years after the destructiveness of the sea lamprey was recognized, and control measures were not developed or applied until species most vulnerable to the lamprey had been greatly reduced or eliminated. (2) Most research on the alewife (<i>Alosa pseudoharengus</i>) has been directed toward determining why large numbers of alewives die during the spring and summer, but has not provided the information most urgently needed by management to use alewives to best advantage, or to reduce the biological or human problems that alewives cause. (3) After a study during 1926-30 to determine if pollution was affecting fish in Lake Erie, it was concluded that the detrimental effects of pollution in certain regions were offset by the benefits of enrichment in other areas, but managers were not warned that areas of pollution might expand, and eventually influence the entire lake. The Great Lakes ecosystem is complex and in a state of rapid change. Thus, the outcome from the application of theory is uncertain at best and there can be no assurance that the desired results will be attained. The programs for sea lamprey control and salmonid restoration are a current example of difficulty in application of theory in management. Superficially the sea lamprey appears to be under control and salmonids have been restored. The postcontrol abundance of sea lampreys, however, is equal to the abundance that caused the initial collapse of the lake trout (<i>Salvelinus namaycush</i>), and there is evidence that the damage lampreys are inflicting on lake trout is as heavy as it was in the precontrol period. Also, in the presence of an abundance of hatchery-reared salmonids, the lamprey is reproducing and thriving as well as or better than it did during its initial population explosion, and indications are that it will increase rather than decrease under the present method and level of control. Successful application of theory and research to fishery management has always been impeded by lack of continued and close coordination among some 30-40 state, provincial, and federal governmental units that have varying degrees of influence on fishery programs of the Great Lakes. Frequently agreements that have been reached among conservation agencies were not sustained by legislative units, or were nullified by organizational changes. As a result, conflicting approaches were sometimes taken by management agencies with jurisdiction in different areas of the same lake. Sustained and compatible management objectives and practices can, however, contribute to greater stability, and optimum usefulness and productivity.","largerWorkType":{"id":2,"text":"Article"},"largerWorkTitle":"Transactions of the American Fisheries Society","largerWorkSubtype":{"id":10,"text":"Journal Article"},"language":"English","publisher":"Taylor & Francis","publisherLocation":"London, UK","doi":"10.1577/1548-8659(1973)102<156:AOTARI>2.0.CO;2","usgsCitation":"Smith, S.H., 1973, Application of theory and research in fishery management of the Laurentian Great Lakes: Transactions of the American Fisheries Society, v. 102, no. 1, p. 156-163, https://doi.org/10.1577/1548-8659(1973)102<156:AOTARI>2.0.CO;2.","productDescription":"8 p.","startPage":"156","endPage":"163","numberOfPages":"8","costCenters":[{"id":324,"text":"Great Lakes Science Center","active":true,"usgs":true}],"links":[{"id":132953,"rank":0,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"},{"id":266987,"type":{"id":10,"text":"Digital Object Identifier"},"url":"https://dx.doi.org/10.1577/1548-8659(1973)102<156:AOTARI>2.0.CO;2"}],"volume":"102","issue":"1","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"4f4e4ac6e4b07f02db67a5ba","contributors":{"authors":[{"text":"Smith, Stanford H.","contributorId":86711,"corporation":false,"usgs":true,"family":"Smith","given":"Stanford","email":"","middleInitial":"H.","affiliations":[],"preferred":false,"id":308438,"contributorType":{"id":1,"text":"Authors"},"rank":1}]}}

The data indicate that the Luna 20 soil is mainly a mixture of highland anorthosites and low-K basalt, but little KREEP basalt. The U-Th-Pb systematics are discussed in comparison with other lunar soils, especially with Apollo 16 soils which were collected from a ‘typical’ highland region. The data fit well in the Apollo 16 soil array on a U-Pb evolution diagram, and they exhibit excess lead relative to uranium. This relationship appears to be a characteristic of highland localities. Considering the previous observations of lunar samples, we infer that lead enrichment in the soil relative to uranium occurred between 3.2 and 3.9 b.y. ago and that the soil was disturbed by ‘third events’ about 2.0 b.y. ago. Calibration standards are an integral part of the instrument.</div><div class=\"u-margin-s-bottom\">The results of the investigation will characterize the surface materials of Mars as to elemental composition with accuracies ranging from a few tens of parts per million (at the trace-element level) to a few percent (for major elements) depending on the element in question. Elements of atomic number 11 or less are determined only as a group, though useful estimates of their individual abundances maybe achieved by indirect means. The expected radiation environment will not seriously hamper the measurements. Based on the results, inferences can be drawn regarding (1) the surface mineralogy and lithology; (2) the nature of weathering processes, past and present, and the question of equilibrium between the atmosphere and the surface; and (3) the extent and type of differentiation that the planet has undergone.</div><div class=\"u-margin-s-bottom\">The Inorganic Chemical Investigation supports and is supported by most other Viking Science investigations.</div>","language":"English","publisher":"Elsevier","doi":"10.1016/0019-1035(73)90048-1","issn":"00191035","usgsCitation":"Toulmin, P., Baird, A.K., Clark, B.C., Keil, K., and Rose, H.J., 1973, Inorganic chemical investigation by x-ray fluorescence analysis: The Viking Mars Lander: Icarus, v. 20, no. 2, p. 153-178, https://doi.org/10.1016/0019-1035(73)90048-1.","productDescription":"26 p.","startPage":"153","endPage":"178","numberOfPages":"26","costCenters":[],"links":[{"id":219294,"rank":1,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"20","issue":"2","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"505a3c08e4b0c8380cd629f4","contributors":{"authors":[{"text":"Toulmin, P. From these data the magnetic susceptibility extrapolated to infinite field, the magnetization at low fields and also the saturation magnetization at high fields, the Curie constant, the Weiss temperature, and the temperature-independent susceptibility were determined. Using a model previously proposed for the Apollo specimens, the Curie constant of the antiferromagnetic inclusions and a zero field splitting parameter were calculated for the same specimens. The data show the relatively low concentration of iron in all forms in these specimens. In addition, the Weiss temperature is lower than that measured for the Apollo specimens, and can be attributed almost entirely to the ligand field distortion about the Fe2+<span>&nbsp;</span>ions in the glassy phase. Cummingtonite is iron-magnesium silicate with very little calcium and aluminum and practically no alkalies. In contrast, the hornblende has 1.5 tetrahedral Al, 0.9 octahedral Al and a considerable amount of Ca and alkalies. Comparison with the hornblendes from the Sierra Nevada shows a higher relative amount of tschemakite molecule in the hornblendes from Idaho where pressures during the recrystallization were All four oxides sorbed significant quantities of silver. The manganous manganites showed the greatest sorption (up to 0.5 moles silver/mole MnO<i>x</i><span>&nbsp;</span>at pH 7) while the γ-MnO2<span>&nbsp;</span>showed the least (0.3 moles silver/ mole MnO<i>x</i><span>&nbsp;</span>at pH 7). Sorption of silver was adequately described by the Langmuir equation over a considerable concentration range. The relationship failed at low pH values and high equilibrium silver concentrations. The sorption capacity showed a direct relationship with pH. However, the rate of increase of sorption capacity decreased at the higher pH values.</p><p>Silver sorption maxima. were not directly related to surface area but appeared to vary with the amount of occluded sodium and potassium present in the manganese oxide. The important processes involved in the uptake of silver by the four poorly crystallized manganese oxides ara considered to be surface exchange for manganese, potassium and sodium as well as exchange for structural manganese, potassium and sodium.</p>","language":"English","publisher":"Elsevier","doi":"10.1016/0016-7037(73)90222-6","issn":"00167037","usgsCitation":"Anderson, B., Jenne, E., and Chao, T.T., 1973, The sorption of silver by poorly crystallized manganese oxides: Geochimica et Cosmochimica Acta, v. 37, no. 3, p. 611-622, https://doi.org/10.1016/0016-7037(73)90222-6.","productDescription":"12 p.","startPage":"611","endPage":"622","numberOfPages":"12","costCenters":[],"links":[{"id":219358,"rank":0,"type":{"id":24,"text":"Thumbnail"},"url":"https://pubs.usgs.gov/thumbnails/outside_thumb.jpg"}],"volume":"37","issue":"3","noUsgsAuthors":false,"publicationStatus":"PW","scienceBaseUri":"505bb046e4b08c986b324d58","contributors":{"authors":[{"text":"Anderson, B.J.","contributorId":70914,"corporation":false,"usgs":true,"family":"Anderson","given":"B.J.","email":"","affiliations":[],"preferred":false,"id":358371,"contributorType":{"id":1,"text":"Authors"},"rank":1},{"text":"Jenne, E.
