Progress of these solutions toward equilibrium conditions over aging periods of as much as 2 years was studied by determining the composition and pH of the solutions at various time intervals. The solutions, after mixing, were supersaturated with respect to both crystalline and amorphous forms of aluminum oxides and aluminum hydroxides. The compositions of the solutions were determined by use of a timed colorimetric analytical procedure which allowed the estimation of three separate forms of aluminum that have been designated Al a, Al b, and Al c. Form Al a appeared to be composed of monomeric species such as Al(H20)6+3, Al(OH)(H20)5+2, Al(OH)2(H20)4 +I and Al(OH)4-. Form Al b was polynuclear material containing perhaps 20-400 aluminum atoms per structure. It appeared to be a metastable material. Form Al c was composed of relatively large, microcrystalline, clearly solid AI(OH)3 particles.\r\n\r\nFor each OH :Al ratio, the concentration of Al a remained constant with aging time, Al b decreased, and Al c increased. It appeared that Al b particles were increasing in size and ultimately were converted to Al c particles. After a few weeks' aging, Al c particles had the structure of gibbsite. \r\n\r\nIn all solutions, equilibrium was only very slowly achieved, and the time required depended on the OH:Al ratio and how rapidly the solution was initially prepared (mixing time). Lower ratios caused a slower approach to equilibrium; sometimes equilibrium was not achieved even after several years' aging. The more slowly base was initially added (to obtain the proper OH:Al ratio), the more slowly was equilibrium approached. Ultimate equilibrium values of dissolved aluminum concentration and pH were consistent with known thermodynamic data on monomeric aluminum species. \r\n\r\nFrom data determined during the aging study and by considering Al b material to consist of extremely small solid gibbsite particles, it was possible to estimate the Gibbs free energy of the (001) crystal face (?F, the gibbsite 'face') and the. Gibbs free energy of the (110) and (100) crystal faces (?E, the gibbsite 'edge') of gibbsite in equilibrium with its saturated solution. This report, in the form of a catalog, summarizes the results of routine earthquake locations from that network for the year 1971, and provides the basic data for further studies to be published elsewhere. Similar catalogs for 1969 and 1970 have been prepared by Lee, Roller, Bauer, and Johnson, (1972), and Lee, Roller, Meagher, and Bennett, (1972).
We located a total of 2,429 events that occurred in 1971 from primarily 34,111 first P-wave arrival times recorded at 121 seismograph stations. Among these events, 339 were blasts (mostly in quarries), 8 were suspected blasts, and 41 were either too far away from available stations or too small in magnitude to be adequately located. The remaining 2,041 events which were identified as earthquakes are presented in the catalog. The 121 seismograph stations consisted of 93 telemetered stations operated by NCER, and 28 stations operated by several other organizations. Readings from the latter stations were obtained through the courtesy of the Seismographic Stations, University of California, Berkeley, the Earthquake Mechanism Laboratory, National Oceanic and Atmospheric Administration, San Francisco, and the California Department of Water Resources, Sacramento.
Data on local earthquakes in northern California, Nevada, and Oregon have been published in the Bulletins of the Seismographic Stations of the University of California, Berkeley (UCB) for many decades. The present catalog covers earthquakes which occurred in a smaller area but in greater detail than those covered by the UCB Bulletins. For example, the UCB Bulletins for 1971 (Cloud and Qamar, 1972; Cloud, Tomblin, and Litehiser, 1972) list a total of 116 earthquakes (most with magnitude greater than 2.5) in the region covered by this report (a coastal strip from Santa Rosa to Parkfield). In addition, we attempted to use all available data in locating earthquakes within and near our seismic network.

The relations are based on analysis of flood information for approximately 200 sites, 42 of which are in metropolitan areas of the North Carolina Piedmont providence. The estimating relations are limited to providing flood discharge estimate at open-channel sites in the Piedmont province of North Carolina where runoff is unaffected by artificial storage or diversion. The estimate are most reliable for smaller size floods at sires where the drainage area ranges between 0.3 and 150 square miles, where the L/√s ratio ranges between 0.1 and 9.0, and where impervious cover of less than 30 percent is uniformly distributed over the basin.

Changes from rural to urban conditions significantly affect flood flows. Urban development may reduce the basin laf time to one-sixteenth that of comparable natural system. This reduction in basin lag time, along with the increased storm runoff resulting from impervious cover, increases the flood-peak discharge by a factor that ranges up to five. The increase in flood-peak discharge depends on the drainage-basin characteristics and the recurrence interval of the flood.
