He noted in particular the intensity of shattering and silicification of these potassium-rich granites, and the presence of unusual concentrations of tungsten , molybdenum, and tin in samples from the area. In the light of shield-wide compilations, this area again stands out as the principal geochemical anomaly for the three metals. The alternating-direction implicit method was used to compute the mathematical solution. It was assumed that there are only two aquifers in the valley, one being deep and the other shallow. Where the shallow aquifer occurs, the underlying deep aquifer is confined or artesian. Flow between the aquifers under steady-state conditions is assumed to be in one direction, from deep to shallow. The transmissivity of the deep aquifer ranges from about 250,000 to 22,000 gallons per day per foot and from about 25,000 to 5,000 gallons per day per foot for the shallow aquifer. The storage coefficient for the deep aquifer ranges from 1 x 10 -4 to 0.20. \r\n\r\nSteady-state recharge and discharge in each aquifer was estimated to be 9,850 acre-feet per year. Ground-water pumping, sewage-effluent recharge, and capture of ground-water discharge occurred under non-steady-state conditions. Most of the ground-water pumpage is near Ridgecrest and Inyokern and in the area between the two towns. By 1968 pumpage in the deep aquifer had caused a reversal in the ground-water gradient south of China Lake and small water-level declines over most of the aquifer. The model for the deep aquifer was verified under steady-state and non-steady-state conditions. The Soil Conservation Service has found a total of approximately 3,500 floodwater-retarding structures to be physically and economically feasible in Texas. As of September 30, 1970, 1,439 of these structures had been built.<br></p><p>This watershed-development program will have varying but important effects on the surface and ground-water resources of river basins, especially where a large number of the floodwater-retarding structures are built. Basic hydrologic data under natural and developed conditions are needed to appraise the effects of the structures on the yield and mode of occurrence of runoff.</p><p>Hydrologic investigations of these small watersheds were begun by the Geological Survey in 1951 and are now being made in 12 study areas (fig. 1). These investigations are being made in cooperation with the Texas Water Development Board, the Soil Conservation Service, the San Antonio River Authority, the city of Dallas, and the Tarrant County Water Control and Improvement District No. 1. The 12 study areas were chosen to sample watershed having different rainfall, topography, geology, and soils. In five of the study areas, (North, Little Elm, Mukewater, little Pond-North Elm, and Pin Oak Creeks), streamflow and rainfall records were collected prior to construction of the floodwater-retarding structures, thus affording the opportunity for analyses of the conditions \"before and after\" development. A summary of the development of the floodwater-retarding structures in each study areas of September 30, 1970, is shown in table 1.</p><h5><u>Objectives of the Texas Small Watersheds Project</u></h5><p>The purpose of these investigations is to collect sufficient data to meeting the following objectives:</p><ol><li>To determine the net effect of floodwater-retarding structures on the regimen of streamflow at downstream points.</li><li>To determine the effectiveness of the structures as ground-water recharge facilities.</li><li>To determine the effect of the structures on the sediment yield at downstream points.</li><li>To develop relationships between maximum rates and/or volumes of runoff with rainfall in small natural watersheds.</li><li>To develop a stream-system model for basins with floodwater-retarding structures.</li><li>To determine the minimum instrumentation necessary for estimating the flood hydrographs below a system of structures, as needed for downstream water-management operation.<br></li></ol><h5><u>Purpose and Scope of this Basic-Data Report</u></h5><p>This report, which is the tenth in a series of basic-data reports published annually for the Escondido Creek study area, contains the rainfall, runoff, and storage data collected during the 1970 water year for the 72.4-square-mile area above the stream-gaging station Escondido Creek at Kenedy, Texas. The measured precipitation at Flynn Creek of 92.9 inches was 5 inches less than at either Needle Branch or Deer Creek. Unit flood runoff during the prelogging period was found to be lowest on Flynn Creek and highest on Needle Branch. On Needle Branch, there appear to be two distinct low-flow patterns, one for a saturated and one for an unsaturated soil condition. The average annual sediment yield was highest on Flynn Creek, 321 tons per square mile, and lowest on Needle Branch, 166 tons per square mile. An unusually large area--Oregon, most of Idaho, northern California, southern Washington, and small areas in western and northern Nevada--was involved. It exceeded the area flooded in 1955. Outstanding features included recordbreaking peak discharges, high sediment concentrations, large sediment loads, and extensive flood damage. The loss of 47 lives and direct property damage of more than $430 million was attributable to the floods. Yet, storage in reservoirs and operation of flood-control facilities were effective in preventing far greater damages in many areas, particularly in the Central Valley in California and the Willamette River basin in Oregon. \r\n\r\nThe floods were caused by three principal storms during the period December 19 to January 31. The December 19-23 storm was the greatest in overall intensity and areal extent. Crests occurred on many major streams December 23, 1964, 9 years to the day after the great flood of December 23, 1955. The January 2-7 storm produced extreme floods in some basins in California. The January 21-31 storm produced maximum stages in some streams in northeastern Oregon and southeastern Washington and a repetition of high flows in part of the Willamette River basin and in some basins in coastal Oregon. All the storms, and particularly the warm torrential rain December 21-23, reflected the combined effect of moist unstable airmasses, strong west-southwest winds, and mountain ranges oriented nearly at right angles to the flow of air. High air temperatures and strong winds associated with the storms caused melting of snow, and the meltwater augmented the rain that fell on frozen ground. The coastal areas of northern California and southern Oregon had measurable rain on as many as 50 days in December and January. A maximum precipitation of nearly 69 inches in the 2-month period was recorded in southern Oregon, and recorded runoff at several streamflow-measurement stations indicates that greater precipitation probably occurred at higher altitudes in these areas.\r\n\r\nFlood runoff in streams, not affected by regulation, exceeded any previously recorded throughout much of the area. Some streams that had particularly notable floods are: Deep and Plush Creeks in the Great Basin ix Oregon, where the maximum flows were nearly twice those of the record floods of 1963 ; Thomes Creek, a west-side Sacramento River tributary in the Central Valley, where the maximum flow was 160 percent of the record peak of 1955; Eel, Klamath, and Smith Rivers in north-coastal California, where the catastrophic peak flows were about 1-1/3 times the floods of 1955 and the legendary winter floods of 1861-62 and inundated, damaged, or destroyed nearly all communities along the main rivers; Grande Ronde River in the lower Snake River basin, where the peak discharge at La Grande was 1.6 times the previous maximum flow during 57 years of record; John Day River in the lower Columbia River basin, where the peak discharge at the McDonald Ferry gaging station exceeded the historic peak of 1894; many Willamette River tributaries, where maximum flows exceeded previous record flows; and the Rogue River in coastal Oregon, where the maximum flow of about 500,000 cfs below the Illinois River near Agness was 86,000 cfs greater than the previous maximum in a 74-year record. The partly regulated flow of the Willamette River far exceeded that in 1955. \r\n\r\nThe suspended-sediment concentration and load of most streams greatly exceeded any that had been measured previously in the flood area. In Idaho, Washington, and Oregon, the ground thaw that preceded the period of high runoff resulted in conditions conducive to severe erosion of the uplands and subsequent deposition on flooded stream terraces.
