The survey is being directed at geologic units (including both surficial and bedrock units), both agricultural and uncultivated soils, native vegetation and farm crops, and both ground and surface waters. Emphasis is on the environment in its natural state; artificial pollution of the environment is being investigated in a few small areas-principally where such pollution is thought to complicate our efforts to determine the natural environmental character. Adequate knowledge of the natural environmental character is necessary in order to establish a background for judging the degree and extent of environmental The survey was initiated in July, 1969, to provide epidemiologists of the Environmental Health Center of the University of Missouri with data on the variability in the geochemical environment throughout the State. It is a pilot program in that it is the first attempt to provide information of this kind for so large an area (69,420 sq. mi.), and it is expected that the approaches being developed will be applicable to other reconnaissance investigations designed for similar purposes. The general approach--common to all four phases of the program (rocks, soils, vegetation, and water)--now appears to have taken a final form. The approach to sampling has been described in a following section of the present report. The principal task remaining in the reconnaissance geochemical survey is to follow the general approach through to completion. Some special investigations of selected small areas have been completed (Connor, Shacklette, and Erdman, 1971; Connor, Erdman, Sims, and Ebens, 1971), others are underway, and still others may be started--depending on local situations, or problems, that are identified by us or brought to our attention by others. One important purpose of the reconnaissance survey is to provide background data on the general geochemical setting which may allow more meaningful assessments of local geochemical The use of wells for this purpose is not a new idea. As long ago as the end of the last century, it was common practice to drill wells for the express purpose of draining swamps and small lakes to reclaim the land for agricultural purposes. A few decades later in the 1920's and 1930's many oil companies began using injection wells to dispose of oil-field brines and to repressurize oil reservoirs. During World War II, the Atomic Energy Commission began using injection wells to dispose of certain types of radioactive wastes. More recently, injection wells have been drilled to dispose of a variety of byproducts of industrial processes. The number of such wells has increased rapidly since Congress passed the Clean Streams Act of 1966, which restricted the discharge of waste into surface waters.</p><p>Many scientists and public officials question the propriety of using the term \"disposal\" when referring to the underground injection of wastes. Their reasons are that underground injection is not, as many advocates claim, \"a complete and final answer\" to the waste-disposal problem. Rather, it is merely a process wherein the injected wastes are committed to the subsurface with uncertainty as to their ultimate fate or limits of confinement. In effect, the wastes, undiminished and unchanged, are removed from the custody of man and placed in the custody of nature.</p><p>Although the concept of waste-injection wells is relatively simple, the effects of waste injection can be very complex, particularly when dealing with the exotic and complex components of some industrial wastes. Besides the physical forces of injection, there are many varied interactions between the injected wastes and the materials within the injection zone. Because these changes occur out of sight in the subsurface, they are difficult to assess and&nbsp;not generally understood. In addition, the various aspects of the problem involve a wide spectrum of science and engineering. Hence, articles published on the subject are widely dispersed in the technical and scientific literature.&nbsp;</p>","language":"English","publisher":"U.S. Government Printing The primary objective was to identify the causes of the occurrence and persistence of flooding and to gain data on which to base recommendations for remedial action.</p>\n<br/>\n<p>The scope of the study included establishing and operating flow and stage-recording gages on the Swamp, Kawainui Canal, and the inner canal; periodic and repeated measurements of ground-water level in test borings throughout the residential area; collection and analysis of soil and construction borings made for engineering purposes; the assembly and analysis of all available data relating surface and subsurface flow conditions, and the development of conclusions as to the causes and means to alleviate the flooding. The four most destructive floods occurred during March-April in the Red River of the North basin in northwestern Minnesota, during April-May in northeastern Texas, in August, in east-central Nebraska, and in December, in the Southwestern United States. \r\n\r\nFor the second consecutive year, there was severe flooding in the Red River of the North basin in Minnesota during ,the spring snowmelt period. Unseasonally warm temperature caused rapid melting of a heavy snow cover, with water equivalent ranging from 5 to 7 inches, which covered .the northern two-thirds of the basin. Peak discharges were maximum of record at three gaging sites having periods of record ranging from 20 to 30 years, ,and peak discharges exceeded 50-year floods at nine sites. Damage from the flood was estimated at $10 million. In the period April 22-29, from 20 to 26 inches of rain fell in parts of the Sabine River basin in northeastern Texas. and high rates of runoff occurred from the headwaters of the Sulphur River southward .to the Trinity River basin. Flood damage was estimated at $12 million, and at least 25 persons lost their lives. \r\n\r\nSevere floods occurred along the Loup River ,and its tributaries in east-central Nebraska on August 12-14. The .peak discharge at nearly all gaging stations in the flood area exceeded the previous maximum of record. The floods we re caused by heavy rains of from 13 to 17 inches in about 24 hours. The storm was the most widespread in the area since 1896 and may have exceeded the area of the 1896 storm. The floods were unusual because of the consistently high discharges throughout a large flood area. Flood damage was estimated at $11 million. \r\n\r\nIn early December a storm moved eastward from the Pacific coast in southern California into Southwestern United States. Intense precipitation occurred around the mountain ranges of south-central California and in and extending from southeastern Nevada across the southwestern corner of Utah to the Grand Canyon and southward to the mountains of central Arizona.
