The experiments were conducted in a 3. 87- foot wide flume over four boundary roughnesses. The results are from studies made of: (1) the influence of turbulence on the vertical and lateral diffusion of plumes of heated water and a neutrally-buoyant salt solution from a point source at the mid-depth of flow; (2) the velocity concentration covariance along the axis of a salt solution plume using a single-electrode conductivity probe and hot-film sensor; (3) lateral and longitudinal surface diffusion measured by dropping polyethylene particles on the water surface; and (4) longitudinal space-time velocity correlation measurements.</p>\n<p>The results of the study substantiate Philip's concept relating the ratio of Eulerian to estimated Lagrangian time scales and the reciprocal of the longitudinal intensity of turbulence. The relation is used to predict coefficients of longitudinal turbulent diffusion at the water surface and in the flow field. A similar concept using an integral time scale based on the longitudinal intensity of turbulence is used to predict coefficients of both surface and depth-averaged turbulent diffusion in three coordinate directions for heated water and neutrally buoyant jets of salt solution.</p>\n<p>Longitudinal space-time velocity correlation measurements can be used to predict the Lagrangian time scale only under limited conditions. For this study the Lagrangian scale was underpredicted by 250 percent.</p>\n<p>A model is developed for the behavior of the longitudinal velocity concentration covariance along the axis of a plume of neutrally-buoyant salt solution. The covariance measurements are accurate to &plusmn;20 percent . The boussinesq model of scalar transport is verified with an accuracy of &plusmn;25 percent by comparing diffusion coefficients from (1) the velocity concentration covariance measurements with (2) those obtained at the water surface using floating particles. The hot-film single-electrode conductivity probe method for measuring the covariance offers a new tool to experimenters in turbulent mass transfer.</p>\n<p>Under the range of conditions studied, longitudinal diffusion accounts for 4 to 13 percent of the one-dimensional dispersion process. Predictions of the dispersion coefficient by formulas such as Elder's were in error by as much as 50 percent.</p>\n<p>The exponent in the power-law equation describing the decay of scalar quantities downstream of a jet is a linear function of the shear velocity of the channel. The techniques that were developed as a result of this effort can be applied to future planetary exploration. </p><p>By using the best available earth-based observational data and photographs 1:1,000,000-scale and U.S. Geological Survey lunar geologic maps and U.S. Air Force Aeronautical Chart and Information Center LAC charts, lunar terrain was described by qualitative and quantitative methods and divided into four fundamental classes: maria, terrae, craters, and linear features. Some 35 subdivisions were defined and mapped throughout the equatorial zone, and, in addition, most of the map units were illustrated by photographs. </p><p>The terrain types were analyzed quantitatively to characterize and order their relative-roughness characteristics. Approximately 150,000 east-west slope measurements made by a photometric technique (photoclinometry) in 51 sample areas indicate that algebraic slope-frequency distributions are Gaussian, and so arithmetic means and standard deviations accurately describe the distribution functions. The algebraic slope-component frequency distributions are particularly useful for rapidly determining relative roughness of terrain. </p><p>The statistical parameters that best describe relative roughness are the absolute arithmetic mean, the algebraic standard deviation, and the percentage of slope reversal. Statistically derived relative-relief parameters are desirable supplementary measures of relative roughness in the terrae. Extrapolation of relative roughness for the maria was demonstrated using Ranger VII slope-component data and regional maria slope data, as well as the data reported here. In former usage, the McKinney Basalt and its immediately older companion, the Wendell Grade Basalt, were considered on the basis of equivocal field relations to be younger than the Melon Gravel and were assigned to the Recent. These lava flows are here reclassified as Pleistocene. The Bancroft Springs Basalt, which consists of both subaerial lava and pillow lava in a former Snake River canyon, was previously separated from the McKinney but is now combined with the McKinney. Accordingly, the name Bancroft Springs Basalt is here abandoned.\r\n\r\nThis revised stratigraphy is first described from geomorphic relations of the McKinney Basalt near King Hill and is then discussed in the light of drainage changes caused by local lava flows during entrenchment of the Snake River.\r\n\r\nNear King Hill, a former Snake River canyon was completely filled by McKinney Basalt at the place called Bancroft Springs, hut the depth of this lava in the next several miles of the canyon downstream (along a route that approximately coincides with the present canyon) steadily decreased. This ancestral geomorphology is inferred from the former canyon route and, also, from the continuity in gradient of the McKinney lava surface downstream from Bancroft Springs.\r\n\r\nThe drainage history recorded by various lava flows and river deposits of the Snake River Group indicates that the McKinney and Wendell Grade Basalts erupted after the Snake River canyon had reached its present depth of about 500 feet. The Snake River of that time, as far downstream as Bliss, flowed approximately along its present route. The Wood River of that time, however, skirted the north flank of Gooding Butte and joined the ancestral Snake at a junction, now concealed by lava, north of the present canyon about 3 miles west of Bliss. From that place the former Snake River canyon, also now concealed by lava, continued west to Bancroft Springs and thence along a route close to the present canyon to King Hill.\r\n\r\nTo become entrenched in a canyon 500 feet deep, the Snake River downstream from Hagerman became progressively more incised while its upstream route was pushed south in several earlier canyons by intermittent lava flows. Distinctive gravel deposits help to establish the episodes of progressive canyon cutting and to determine the routes of ancestral drainage, including the former position of the Wood River. As canyon cutting continued, springs began to emerge where lavas had filled the earlier canyons. When the Snake River canyon eventually attained its approximate present depth, the Wendell Grade Basalt erupted near Shoshone and, as several tongues, spread west to the canyon rim opposite Hagerman. One tongue crossed the future route of the Wood River, and another covered an upland area of Sand Springs Basalt that had previously reached the canyon floor at Hagerman.\r\n\r\nThe McKinney Basalt then erupted from McKinney Butte northeast of Bliss and spread southward as a subaerial flow, covering part of the Wendell Grade Basalt. It filled the ancestral Wood River canyon and the Snake River canyon of that time west of Bliss as far downstream as King Hill. The resulting dam of lava impounded a deep lake, which extended upstream in the canyon beyond Hagerman. Copious amounts of the McKinney spilled into this temporary lake and produced pillow lava. About 2 miles west of Bliss, pillow lava 500 feet thick completely fills the former canyon and is protected by rimrock of the subaerial McKinney Basalt. From Bliss, the pillow facies extends upstream as far as the McKinney rimrock - about 5 miles.\r\n\r\nEruption of the McKinney Basalt diverted the Wood River to a course along the southeast edge of this lava flow. The reach consists principally of lake surface, which results in large amounts of flood-storage volume. The measured precipitation at Flynn Creek of 92.9 inches was 5 inches less than at either Needle Branch or Deer Creek. Unit flood runoff during the prelogging period was found to be lowest on Flynn Creek and highest on Needle Branch. On Needle Branch, there appear to be two distinct low-flow patterns, one for a saturated and one for an unsaturated soil condition. The average annual sediment yield was highest on Flynn Creek, 321 tons per square mile, and lowest on Needle Branch, 166 tons per square mile. An unusually large area--Oregon, most of Idaho, northern California, southern Washington, and small areas in western and northern Nevada--was involved. It exceeded the area flooded in 1955. Outstanding features included recordbreaking peak discharges, high sediment concentrations, large sediment loads, and extensive flood damage. The loss of 47 lives and direct property damage of more than $430 million was attributable to the floods. Yet, storage in reservoirs and operation of flood-control facilities were effective in preventing far greater damages in many areas, particularly in the Central Valley in California and the Willamette River basin in Oregon. \r\n\r\nThe floods were caused by three principal storms during the period December 19 to January 31. The December 19-23 storm was the greatest in overall intensity and areal extent. Crests occurred on many major streams December 23, 1964, 9 years to the day after the great flood of December 23, 1955. The January 2-7 storm produced extreme floods in some basins in California. The January 21-31 storm produced maximum stages in some streams in northeastern Oregon and southeastern Washington and a repetition of high flows in part of the Willamette River basin and in some basins in coastal Oregon. All the storms, and particularly the warm torrential rain December 21-23, reflected the combined effect of moist unstable airmasses, strong west-southwest winds, and mountain ranges oriented nearly at right angles to the flow of air. High air temperatures and strong winds associated with the storms caused melting of snow, and the meltwater augmented the rain that fell on frozen ground. The coastal areas of northern California and southern Oregon had measurable rain on as many as 50 days in December and January. A maximum precipitation of nearly 69 inches in the 2-month period was recorded in southern Oregon, and recorded runoff at several streamflow-measurement stations indicates that greater precipitation probably occurred at higher altitudes in these areas.\r\n\r\nFlood runoff in streams, not affected by regulation, exceeded any previously recorded throughout much of the area. Some streams that had particularly notable floods are: Deep and Plush Creeks in the Great Basin ix Oregon, where the maximum flows were nearly twice those of the record floods of 1963 ; Thomes Creek, a west-side Sacramento River tributary in the Central Valley, where the maximum flow was 160 percent of the record peak of 1955; Eel, Klamath, and Smith Rivers in north-coastal California, where the catastrophic peak flows were about 1-1/3 times the floods of 1955 and the legendary winter floods of 1861-62 and inundated, damaged, or destroyed nearly all communities along the main rivers; Grande Ronde River in the lower Snake River basin, where the peak discharge at La Grande was 1.6 times the previous maximum flow during 57 years of record; John Day River in the lower Columbia River basin, where the peak discharge at the McDonald Ferry gaging station exceeded the historic peak of 1894; many Willamette River tributaries, where maximum flows exceeded previous record flows; and the Rogue River in coastal Oregon, where the maximum flow of about 500,000 cfs below the Illinois River near Agness was 86,000 cfs greater than the previous maximum in a 74-year record. The partly regulated flow of the Willamette River far exceeded that in 1955. \r\n\r\nThe suspended-sediment concentration and load of most streams greatly exceeded any that had been measured previously in the flood area. In Idaho, Washington, and Oregon, the ground thaw that preceded the period of high runoff resulted in conditions conducive to severe erosion of the uplands and subsequent deposition on flooded stream terraces.
