This proposal resulted from a study in which the basic steps were (1) definition of long-term program goals, (2) examination and evaluation of available data to determine which goals have been achieved, and (3) consideration of alternate programs and techniques for meeting the remaining goals.</p><p>The following conclusions are drawn from the study. Goals have been achieved on many of the principal unregulated streams; operation of 11 new or reactivated gages on principal streams are needed to satisfy needs. However, the goals cannot be met on unregulated minor streams with present data and analytical techniques. Few of the goals can be achieved with the available data for major or minor streams which are regulated, which are fed by springs or receive significant return flows, or which are affected by extensive channel losses. These streams will require river-systems studies which necessitate collection of complete records of diversions, return flows, upstream storage, and information relative to exchange between surface flow and ground water. Primarily, they are used for recreation but many have potential for industrial use and for water supply. </p><p>Lakes have water surfaces ·that expand and decrease in area, and levels that rise and fall. Records of lakes levels show that lake stages change, have seasonal trends, and may fluctuate several feet each year. Often; these changes affect the use of lakes and cause erosion of their shorelines. It is important, therefore, to monitor lake levels in order to add to their understanding and to provide a basis for increasing their usefulness. </p><p>In the early 1940's, and in cooperation with the Michigan Department of Natural Resources, a network of lake gages was established in Michigan to observe lake levels. Several faults that transect the alluvial deposits retard the flow of ground water and divide the area into seven separate ground-water subbasins. Each of the subbasins was evaluated as a potential recharge site, and Wilson Creek subbasin was selected as the most favorable. The study indicates that artificial recharge of 6,000 acre-feet per year should be possible through surface spreading in Wilson Creek subbasin.</p><p>The test drilling and infiltration test conducted at the Yucaipa damsite indicate that material underlying the site is highly permeable and readily transmits water. Increasing urban development on or adjacent to the recharge area of the aquifer is causing great concern because of possible pollution of the ground water. A detailed map of the surface geology has been prepared for areas where the greatest threat of pollution exists. Water-quality data are being collected throughout the San Antonio area to provide background reference information and to detect any current pollution of the ground water in the Edwards and associated limestones.</p>\n<p>Mapping of the surface geology will continue in areas where waste waters may be recharging the aquifer. This heavy rainfall, combined with the generally wet antecedent conditions of the spring season and some runoff from snowmelt, caused considerable flooding of the rivers in the area. Property damage in Massachusetts from the flood was reported by the New England Division, Corps of Engineers (1968) to be $28 million. Most of the damage occurred where construction, both industrial and domestic, had encroached upon the flood plains of the rivers.</span></p>\n<p><span>The Sudbury and Assabet Rivers join at Concord, Mass., to form the Concord River (see fig. 1). This three-river system, which is known locally as the &ldquo;SuAs-Co&rsquo;&rsquo; basin, drains an area of about 405 square miles.</span></p>\n<p><span>The purpose of this report, which is one of a series covering the major flooded rivers in eastern Massachusetts, is to show flood stages and areas inundated by the March 1968 flood, to compare the severity of this flood with past floods, and to show the frequency of floods of given magnitudes which may be expected in the future at gaging stations in the basins.
