After more than 10 years of study and applications of Earth imaging satellite systems, the U. S. Geological Survey has conceptually defined a candidate Operational Land Remote Sensing Satellite. A conceptual design study of this system, known as MAPSAT, has been completed by Itek Optical Systems, a division of Itek Corporation, and the TRW Defense Systems and Space Group. The concept of MAPSAT is based on LANDSAT mission, sensing, and data communication characteristics, but reflects the evolution of technological and application responsiveness.

They lay the foundation for modernized water development, and for effecting a program of country-wide water management in the YAR.

The U.S. Geological Survey has completed a 3-year assessment of the Yampa River basin, Colorado and Wyoming, where increased coal-resource development has begun to affect the environment and quality of life. \r\n\r\nEconomic projections of the overall effects of coal-resource development were used to estimate water use and the types and amounts of waste residuals that need to be assimilated into the environment. Based in part upon these projections, several physical-based models and other semiquantitative assessment methods were used to determine possible effects upon the basin's water resources. \r\n\r\nDepending on the magnitude of mining and use of coal resources in the basin, an estimated 0.7 to 2.7 million tons (0.6 to 2.4 million metric tons) of waste residuals may be discharged annually into the environment by coal-resource development and associated economic activities. If the assumed development of coal resources in the basin occurs, annual consumptive use of water, which was approximately 142,000 acre-feet (175 million cubic meters) during 1975, may almost double by 1990. In a related analysis of alternative cooling systems for coal-conversion facilities, four to five times as much water may be used consumptively in a wet-tower, cooling-pond recycling system as in once-through cooling. An equivalent amount of coal transported by slurry pipeline would require about one-third the water used consumptively by once-through cooling for in-basin conversion. \r\n\r\nCurrent conditions and a variety of possible changes in the water resources of the basin resulting from coal-resource development were assessed. Basin population may increase by as much as threefold between 1975 and 1990. Volumes of wastes requiring treatment will increase accordingly. Potential problems associated with ammonia-nitrogen concentrations in the Yampa River downstream from Steamboat Springs were evaluated using a waste-load assimilative-capacity model. Changes in sediment loads carried by streams due to increased coal mining and construction of roads and buildings may be apparent only locally; projected increases in sediment loads relative to historic loads from the basin are estimated to be 2 to 7 percent. \r\n\r\nSolid-waste residuals generated by coal-conversion processes and disposed of into old mine pits may cause widely dispersed ground-water contamination, based on simulation-modeling results. Projected increases in year-round water use will probably result in the construction of several proposed reservoirs. Current seasonal patterns of streamflow and of dissolvedsolids concentrations in streamflow will be altered appreciably by these reservoirs. Decreases in time-weighted mean-annual dissolved-solids concentrations of as much as 34 percent are anticipated, based upon model simulations of several configurations of proposed reservoirs. Detailed statistical analyses of water-quality conditions in the Yampa River basin were made. Regionalized maximum waterquality concentrations were estimated for possible comparison with future conditions. Using Landsat imagery and aerial photographs, potential remote-sensing applications were evaluated to monitor land-use changes and to assess both snow cover and turbidity levels in streams. The return beam vidicon (RBV) sensing systems employed aboard Landsats 1, 2, and 3 have all been similar in that they have utilized vidicon tube cameras. These are not mirror-sweep scanning devices such as the multispectral scanner (MSS) sensors that have also been carried aboard the Landsat satellites. The vidicons operate more like common television cameras, using an electron gun to read images from a photoconductive faceplate.

In the case of Landsats 1 and 2, the RBV system consisted of three such vidicons which collected remote sensing data in three distinct spectral bands. Landsat 3, however, utilizes just two vidicon cameras, both of which sense data in a single broad band. The Landsat 3 RBV system additionally has a unique configuration. As arranged, the two cameras can be shuttered alternately, twice each, in the same time it takes for one MSS scene to be acquired. This shuttering sequence results in four RBV \"subscenes\" for every MSS scene acquired, similar to the four quadrants of a square. See Figure 1.

Each subscene represents a ground area of approximately 98 by 98 km. The subscenes are designated A, B, C, and D, for the northwest, northeast, southwest, and southeast quarters of the full scene, respectively. RBV data products are normally ordered, reproduced, and sold on a subscene basis and are in general referred to in this way.

Each exposure from the RBV camera system presents an image which is 98 km on a side. When these analog video data are subsequently converted to digital form, the picture element, or pixel, that results is 19 m on a side with an effective resolution element of 30 m. This pixel size is substantially smaller than that obtainable in MSS images (the MSS has an effective resolution element of 73.4 m), and, when RBV images are compared to equivalent MSS images, better resolution in the RBV data is clearly evident. It is for this reason that the RBV system can be a valuable tool for remote sensing of earth resources.

Until recently, RBV imagery was processed directly from wideband video tape data onto 70-mm film. This changed in September 1980 when digital production of RBV data at the NASA Goddard Space Flight Center (GSFC) began. The wideband video tape data are now subjected to analog-to-digital preprocessing and corrected both radiometrically and geometrically to produce high-density digital tapes (HDT's). The HDT data are subsequently transmitted via satellite (Domsat) to the EROS Data Center (EDC) where they are used to generate 241-mm photographic images at a scale of 1:500,000. Computer-compatible tapes of the data are also generated as digital products.

Of the RBV data acquired since September 1, 1980, approximately 2,800 subscenes per month have been processed at EDC.

The House/Senate conference report on H.R. 4930 (96th Congress), the Department of the Interior and Related Agencies Appropriations bill, 1980, stated that the U.S. Geological Survey should \"begin the use of side-looking airborne radar imagery for topographic and geological mapping, and geological resource surveys in promising areas, particularly Alaska.\" In response to this mandate, the Survey acquired radar data and began scientific studies to analyze and interpret these data. About 70 percent of the project funding was used to acquire radar imagery and to evaluate Alaskan applications. Results of these studies indicate that radar images have a unique incremental value for certain geologic and cartographic applications but that the images are best suited for use as supplemental information sources or as primary data sources in areas of persistent cloud cover.

The value of radar data is greatest for geologic mapping and resource surveys, particularly for mineral and petroleum exploration, where the objective is to locate any single feature or group of features that may control the occurrences of these resources. Radar images are considered by oil and gas companies to be worth the cost of data acquisition within a limited area of active exploration.

Radar images also have incremental value for geologic site studies and hazard mapping. The need in these cases is TO inventory all geologic hazards to human life, property, resources, and the environment. For other geologic applications, radar images have a relatively small incremental value over a combination of Landsat images and aerial photographs.

The value of radar images for cartographic applications is minimal, except when they are used as a substitute for aerial photographs and topographic maps in persistently cloud-covered areas. If conventional data sources are not available, radar images provide useful information on terrain relief, landforms, drainage patterns, and land cover. Screen less lithography is a low-cost method of reproducing the images.

The images from modern, commercially available radar systems have good visual quality; they also have better geometric accuracy and higher information content than images from older systems. Images from modern systems, however, also have some of the same disadvantages as those from older systems. The most serious problem is that considerable information is lost in the process of recording the radar return on film. Another problem is that the oblique radar view of the landscape results in interpretations that are biased by look direction. A compromise antenna depression angle also commonly results in inadequate or excessive shadowing in parts of the image. There is a need for high-resolution digital data, not currently available from the private sector, to significantly improve the utility of radar data for geologic and cartographic applications.
