In regions where precipitation comes chiefly from a single source, as in California and the Great Plains, prevailingly dry periods have alternated with wetter periods, each lasting 10 to 15 years. In the intervening area that includes the basins of the Colorado River and Rio Grande and numerous basins of interior drainage, a deficiency from one source may be ameliorated in some localities by precipitation from another source; in other areas all sources have failed and the drought has continued for a quarter of a century. S. Geological Survey in cooperation with the Santa Barbara County Water Agency. Monthly water-level measurements were made in 190 wells, in 9 of which automatic water-level recorders were operated. Earlier measurements, covering the period 1941 through 1955, have been published in U. S. Geological Survey Water-Supply Papers (1943-1957); those for 1956 through 1960 have been released locally in duplicated form (Muir and Merritt, 1957; Evenson, 1958; Miller, 1959; Muir, Merritt, and Miller, 1960; and Merritt, 1961). LaRocque, Jr., and others (1950) contains tabulated descriptions of 2,246 wells in existence in 1942 in the several ground-water basins of the county. The same publication also contains many water-level measurements made prior to 1942 by the city of Santa Barbara, Santa Maria Valley Water Conservation District, San Joaquin Power Division of the Pacific Gas and Electric Co., Union Sugar Co., Union Oil Co., and other organizations and individuals.</p><p>Comprehensive reports on the geology and ground-water resources of the Santa Ynez River basin (Upson and Thomasson, 1951, and Wilson, 1959), the south-coast basins (Upson, 1951), the Santa Maria Valley area (Worts, 1951), and the Cuyama Valley (Upson and Worts, 1951) have been published as Water-Supply Papers 1107, 1467, 1108, 1000, and 1110-B, respectively. A similar report on the San Antonio Creek Valley is in preparation. A report on stream runoff and ground-water storage capacity of the Santa Ynez River valley (Troxell and Wilson, 1952) was released to the open file on October 1952.</p><p>In addition to the water-level measurements made by the Geological Survey in 1961, measurements made by the Santa Maria Valley Water Conservation District are included in this report. Not included in this report are miscellaneous measurements made by the U. S. To the extent that they obstruct the natural flood plains of the streams, these embankments serve to create detention reservoirs, and thus to reduce the magnitude of observed peak flows. Hence, it is desirable to obtain a factor, I/O, by which the observed outflow peaks may be adjusted to corresponding inflow peaks. The problem is made more difficult by the fact that, at most of these observation sites, only peak stages and discharges are observed, and complete hydrographs are not available. \r\n\r\nIt is postulated that the inflow hydrographs may be described in terms of Q, the instantaneous discharge; A, the size of drainage area; Pe, the amount of rainfall excess; H, the time from beginning of rainfall excess; D, the duration of rainfall excess; and T and k, characteristic times for the drainage area, and indicative of the time lag between rainfall and runoff. These factors are combined into the dimensionless ratios (QT/APe), (H/T), (k/T), and (D/T), leading to families of inflow hydrographs in which the first ratio is the ordinate, the second is the abscissa, and the third and fourth are distinguishing parameters. \r\n\r\nSixteen dimensionless inflow hydrographs have been routed through reservoir storage to obtain 139 corresponding outflow hydrographs. In most of the routings it has been assumed that the storage-outflow relation is linear; that is, that storage is some constant, K, times the outflow. The existence of nonlinear storage is recognized, and exploratory nonlinear routings are described, but analyses and conclusions are confined to the problems of linear storage.\r\n\r\nComparisons between inflow hydrographs and outflow hydrographs indicate that, at least for linear storage, I/O=f(k/T, D/T, K/T) in which I and O are, respectively, the magnitudes of the inflow and the outflow peaks, and T, k, D, and K are as defined above. The Coconino sandstone of Permian age seems to be capable of yielding this quantity to a well between 1,500 and 2,700 feet deep in the vicinity of Fruita. Recharge to this aquifer probably is principally from the Fremont River. Water derived from the Coconino sandstone should be of potable quality.
