Cracking in the interior and exterior walls of the post office building at Welch, West Virginia, developed in the summer of 1947. This cracking appeared about two months after the patching of similar cracks that had developed in 1946. The Public Buildings Administration was requested to investigate the damage. They, in turn, requested the Geological Survey and the Bureau of Mines to furnish representatives to work with their engineer in determining the cause of the cracking. The press gave widespread publicity to the cracking of walls in the post office and other buildings in Welch.

This report explains how the investigation was conducted, describes topographic, geologic, and mining conditions found during the field examination, and draws conclusions based on the facts observed.

The Oahe irrigation project is planned to supply water to 750,000 to 1,500,000 acres of the most suitable land within the area.
\nThe studies that have been undertaken in the Oahe area by the Ground Water Division of the U. S. Geological Survey form a part of the investigations which are being carried on by several bureaus of the Department of the Interior and other government agencies for the conservation, control and utilization of the water resources of the Missouri River Basin.
\nThe field studies on which the present report is based were made during May 1947 through November 1948 and cover about 1,890 square miles in the southern part of the Oahe area. Data were collected on the character of the surficial geological deposits, and on the occurrence, movement, quantity, and quality of the groundwater supplies.
\nThe report describes the several water-bearing formations and presents nine typical logs of deep artesian wells. The records of fluctuation of the water table in 168 wells in or near the Oahe area are listed. Tabulated inventory of 3,257 wells and springs includes information on the observation wells and on all other wells that were noted within the area examined.

V. B. Wells, Chief of the Surface Water Branch, appointed a committee of three hydraulic engineers assigned to the Washington office to make a comparative study of the relative merits of the mean-section and mid-section methods of computing discharge measurements. this was done in order that there might be a basis for either adhering to the present \"official\" method, or adopting another method as the \"official\" one. This study is based on a collection of field data consisting of discharge measurements made with approximately four times the usual number of observations. There was a total of 213 of these special measurements made by all the district offices.
\nThe two methods of computation were examined as to accuracy and time savings. This was done by selecting observation stations from the special measurements to arrive at a synthetic measurement with the usual number of observations. This normal measurement was then computed by both the mean-section and mid-section method of computation for a comparison of results in discharge. A record was kept of the time consumed for computing and checking measurements so that any time savings in either method could be found. Much of the computation work was done in four of the district offices, with a variety in personnel as to grade and to experience in the use of the two methods.

The report was prepared in response to a request from the United States Department of Commerce, which desired an appraisal of the water resources of the Cumberland atra in order to evaluate the effect of the availability of water on the economic development of the area. Accordingly, the purpose of this report is to summarize the available water information and to describe the hydrologic factors that affect the availability of water.

The studies of the ground-water resources in the part of Kansas that lies within the Basin have been coordinated with the cooperative program of ground-water studies already being carried on in Kansas by the Federal Geological Survey and the State Geological Survey of Kansas with the cooperation of the Division of Sanitation of the Kansas State Board of Health and the Division of Water Resources of the Kansas State Board of Agriculture.
Areas in which ground-water data have been collected under the Missouri Basin program include the Almena Unit in Norton and Phillips Counties; the Bostwick Unit in Jewell, Republic, and Cloud Counties; the Cedar Bluff Unit in Ellis, Rush, and Trego Counties; the Glen Elder Unit in Mitchell County; the Webster Unit in Osborne County; and the Wilson Unit in Lincoln County.
Most of the ground-water data presented in this report were collected during 1949. Most of the data collected in these areas prior to the end of 1947 were presented in a report that was mimeographed in September 1948 and most of the data collected during 1948 were presented in a report that was mimeographed in November 1949. This report is the third of a series of annual reports on ground-water data collected in the Missouri Basin units in Kansas. These annual reports are a means of more promptly releasing for administrative use the data collected each year. Data that are included in the annual reports for a given area will be assembled later in a report on the geology and hydrology of that area. An index of the data collected and presented in the 1947, 1948, and 1949 reports is given in table 1.

With decline in lake level the lake has become a shallow body pf vary saline water, which scenic value and recreational appeal completely destroyed. Under the Missouri River development program, it is proposed to restore the lake level to an altitude of 1,425 feet by diversion of Missouri River water.
\nThe chemical character of the water in Devils Lake and in other surface bodies in Devils Lake Basin is determined from the analyses of 95 samples. The physical and chemical properties of lake bed deposits are also shown. Lake water in the basin vary considerable in both concentration and composition, ranging from fresh bicarbonate waters of 300 parts per million dissolved solids to sulfate waters of over 100,000 parts per million of soluble salts. Twenty-four samples indicates the chemical character of water in the Red River of the North and its tributaries.
\nThe probable concentration of dissolved solids in water of Devils Lake at altitude 1,425 feet has been estimated as ranging from 3,000 to 7,600 parts per million. Final concentration will largely depend upon the percentage of deposited salts reentering solution and the quality of the inflow water.
\nThe possible effects of lake effluents on downstream developments, with particular reference to sanitation and pollution problems, are also discussed in this report.

Field investigation consisted of a flight to the lake in a small float plane (see Plate I-B) by the writer on August 3, 1948, landing on the lake near the outlet, making a brief study of conditions there and taking a number of pictures of which several are included in this report with appropriate descriptions. The flight was made with Jack Carr of Anchorage from whom the plane was chartered. It was rather windy at time of landing on the lake and as the wind velocity was increasing Mr. Carr recommended that the stay there be made as short as possible and was consequently less than an hour.

The concerns that has grown in recent years over the future of our water supplies has been forcibly brought to the attention of the public by the water shortage that New York City is experiencing. This shortage is not the dirt that has affected an American community and it probably is not the most serious. Ample sources of additional water are known to exist in Upstate New York, and in all probability construction that will bring this water to the city will be pushed as rapidly as possible. Nevertheless, the fact that our largest city, the center of our business life, has an acute water shortage, even though it may only be temporary, causes everyone to realize something of the importance that water has in our national life and out national economy and security. In nearly every state of the Union, one or more communities now has or has had water problems as serious as or more serious than that which now faces New York City. These problems are springing up in increasing numbers, and it is high time that orderly and systematic consideration be given to their solutions and to the avoidance of as many such problems as possible in the future. During the drought months of 1949, when many surface and groundwater supplied were being depleted at an alarming rate in many localities in the Northeast, the abundant water resources of Long Island provided sufficient water for public water supply for a large number of private companies and municipalities, as well as for large emergency drafts by the City of New York.
