Monthly observations of instantaneous ground-mater levels were also made at two wells near Barren Spot and River Gut. The well is one of a series of test wells drilled in and near the southwestern part of the Nevada Test Site, Nye County, Nevada, in cooperation with the U.S. Department of Energy. These test wells are part of the Nevada Nuclear Waste Storage Investigations to identify suitable sites for storage of high-level radioactive wastes. Test well USW H-5 was drilled to a total depth of 1,219 meters through volcanic rocks consisting mostly of ash-flow tuff. Depth to water in the well ranged between 703.8 and 707.2 meters below land surface, at an approximate altitude of 704 meters above sea level. Drawdown in the well exceeded 6 meters after test pumping more than 3,000 minutes at a rate of 10 liters per second. Borehole-flow surveys showed that about 90 percent of the water in the well is contributed by the zone between 707 and about 820 meters below land surface. Two composite water samples collected after well completion contained 206 and 220 milligrams per liter of dissolved solids. Sodium and bicarbonate were the predominant dissolved anion and cation. A water user may be forced to provide storage facilities to supplement the natural flow if the low flow is insufficient for his needs. This report provides data for evaluating the feasibility of augmenting low streamflow by means of storage facilities. It contains tabular data on storage requirements for draft rates that are as much as 60 percent of the mean annual flow at 99 continuous-record gaging stations, and draft-storage diagrams for estimating storage requirements at many additional sites.\r\n\r\nThrough analyses of streamflow data, the State was divided into four regions. Draft-storage diagrams for each region provide a means of estimating storage requirements for sites on streams where data are scant, provided the drainage area, mean annual flow, and the 7-day, 10-year low flow are known or can be estimated. These data are tabulated for the 99 gaging stations used in the analyses and for 102 partial-record sites where only base-flow measurements have been made. The draft-storage diagrams are useful not only for estimating in-channel storage required for low-flow augmentation, but also can be used for estimating the volume of off-channel storage required to retain wastewater during low-flow periods for later release. In addition, these relationships can be helpful in estimating the volume of wastewater to be disposed of by spraying on land, provided that the water disposed of in this manner is only that for which streamflow dilution water is not currently available. Mean annual flow can be determined for any stream within the State by using the runoff map in this report. Low-flow indices can be estimated by several methods, including correlation of base-flow measurements with concurrent flow at nearby continuous-record gaging stations where low-flow indices have been In 1980, withdrawals of ground water for municipal, industrial, and military supplies totaled 164,354 acre-feet (203 cubic hectometers) within the El Paso, Fort Bliss, and Ciudad Juarez, Mexico metropolitan area, and adjacent areas in Texas and New Mexico. Most of the water, 132,652 acre-feet (164 cubic hectometers), was pumped from the Hueco bolson, the principal aquifer. The Mesilla bolson and Rio Grande alluvium in the lower Mesilla Valley supplied 27,461 and 4,241 acre-feet (34 and 5 cubic hectometers) respectively.</p>\n<p>The cumulative 1906 through 1980 withdrawals of ground water from the Hueco bolson metro area total 3.0 million acre-feet (3.7 cubic kilometers)-about 2.2 million acre-feet (2.7 cubic kilometers) has been pumped in the United States and 0.8 million acre-feet (1.0 cubic kilometers) in the Republic of Mexico. These withdrawals have caused water levels to decline about 130 feet (40 meters) in the downtown sections of El Paso and Ciudad Juarez. In January 1980 the theoretically recoverable volume of freshwater in storage within the Texas part of the Hueco bolson metro area was estimated at 10.0 million acre-feet (12 cubic kilometers). Dissolved-solids concentrations in recent samples from Hueco bolson wells averaged 642 milligrams per liter in the Texas part of the metropolitan area and 736 milligrams per liter in Ciudad Juarez. Concentrations are increasing at an average-annual rate of about 10 milligrams per liter in Texas and 30 milligrams per liter in Juarez.</p>\n<p>Ground water in the lower Mesilla Valley is pumped for municipal and industrial supply and also for supplemental crop irrigation during years of inadequate surface-water supply in the Rio Grande. The 1979-80 withdrawals in the valley averaged about 31,000 acre-feet per year (38 cubic hectometers). Most of the water, about 21,000 to 22,000 acre-feet per year (26 to 27 cubic hectometers), was pumped from shallow, medium depth, and deep wells in the Canutillo field. Dissolved-solids concentrations from recent samples from Canutillo wells ranged from 252 to 1,854 milligrams per liter.</p>\n<p>Flow in the Rio Grande is diverted for crop irrigation in the United States and the Republic of Mexico, and for limited municipal supply in El Paso. The flow is regulated by releases from reservoirs in New Mexico and varies widely in both quantity and quality (dissolved-solids concentrations). In every case, the signal-to-noise ratio was such that no reflections were discernable. This well is one of a series of test wells drilled in and near the southwestern part of the Nevada Test Site in a program conducted in cooperation with the U.S. Department of Energy. These investigations are part of the Nevada Nuclear Waste Storage Investigations to identify suitable sites for storage of high level radioactive wastes. Data on drilling operations, lithology , core analyses, borehole geophysics, hydrologic monitoring, hydraulic testing, and groundwater chemistry for test well UE-25b number 1 are reported. The old bridge and its approaches were fairly low, permitting considerable flow over the road during high floods. The new bridge and its approaches are considerably higher, causing different flow conditions at the site. Analysis of the effects of the new bridge, as compared to the old bridge, on floods of the magnitude of the May 27, 1973, flood is presented. The May 27, 1973, flood was greater than a 100-year flood. Analysis of the 50- and 100-year floods for the new bridge are also presented. Results of the study indicate that the new construction will increase the water-surface elevation for a flood equal to the May 27, 1973, flood by approximately 1 foot upstream from bridge. Collectively, the participants had backgrounds in \ndisaster preparedness, disaster response and recovery, geology, geophysics, \nseismology, engineering, architecture, social science, law, insurance, and \nland-use planning. Two-thirds of them came from the Mississippi Valley area\nabout one half of these had also attended an earlier USGS-FEMA workshop held \nin Knoxville, Tennessee on September 16-18, 1981 (Hays, 1982).</p>\n<br/>\n<p>The St. Louis workshop is the 18th in the continuing series of \nconferences and workshops which the Geological Survey initiated in 1977 to \nimprove the transfer and application of research results throughout the \nNation. It is the second workshop to focus on dealing with the earthquake \nthreat in the Eastern United States. The first one, \"Preparing for and \nResponding to a Damaging Earthquake in the Eastern United States,\" was held in \nKnoxville, Tennessee, and emphasized the development of a draft 5-year plan to \nimprove the state-of-earthquake-preparedness. The Knoxville workshop \ndemonstrated that policymakers and members of the scientific-technical \ncommunity can assimilate and synthesize a great deal of information and work \ntogether to devise practical plans. The St. Louis workshop, a sequel to the \nKnoxville workshop, identified those actions out of the range of possible \nactions which are most achievable; that is, the actions having the highest\npayoff and trre lowest cost and effort requirements. These action plans, which \nidentify steps that can be undertaken immediately to reduce losses from \nearthquakes in each of the seven States in the Mississippi Valley area, are \ncontained in this report. The draft 5-year plan for the Central United \nStates, prepared in the Knoxville workshop, was the starting point of the \nsmall group discussions in the St. Louis workshop which lead to the action \nplans contained in this report.
