The border region of the United States and Mexico encompasses a vast and diverse array of physical settings and habitats that include wetlands, deserts, rangeland, mountains, and forests, which are unique in terms of the diversity of their water, mineral, and biological resources. The region is interconnected economically, politically, and socially owing to its binational heritage. In 1995, nearly 11 million people lived immediately adjacent to the border. By one account, that population could more than double by 2020.

This rapid population growth and consequent economic development and land-use changes are pushing the limits of environmental sustainability and quality. Infrastructure development has lagged behind the rapid growth of the region, resulting in a shortage of water for municipal, agricultural, and industrial uses. These stressors threaten the quality of life in the region and raise concerns about the interdependence of environmental quality and human health.

To allow for continued economic growth while protecting the area’s natural resources and fostering a high quality of life, the United States and Mexico need an improved understanding of the threats posed by these anthropogenic changes.

Issues of particular concern include (1) contaminants in ground water, surface water, and biota from agricultural, municipal, and industrial activities; (2) airborne pollutants from fossil-fuel combustion and other activities; (3) contaminants from past and present mining activities and mineral deposits; and (4) pathogens, pharmaceuticals, hormones, and other contaminants released in treated and untreated human and animal wastewaters.

The U.S. Geological Survey's National Water-Quality Assessment (NAWQA) Program is assessing the sources, transport, and fate of chemicals applied to crops in agricultural basins across the Nation (referred to as \"study units,\" see map). Chemicals selected for study include nutrients (nitrogen and phosphorus) and about 50 commonly used pesticides and their transformation products, including triazine and acetanilide herbicides such as atrazine and metolachlor, and organophosphorus insecticides such as chlorpyrifos and diazinon.

\n

The basins in the studies represent a range of agricultural settings—with varying crop types and agricultural practices related to tillage, irrigation, artificial drainage, and chemical use—as well as a range of landscapes with different geology, soils, topography, climate, and hydrology. Consistent methodology and analysis allow comparisons among the different basins. This study design leads to an improved understanding of the many factors that can affect the movement of water and chemicals in different agricultural settings (see \"Complex factors,\" next page).

\n

Information from these studies will help with decision-making related to chemical use, conservation, and other farming practices that are used to reduce runoff of agricultural chemicals and sediment from fields. This information also will benefit the U.S. Environmental Protection Agency, the Department of Agriculture, local and regional water managers, and agricultural chemical manufacturers who are involved in managing chemical use and pesticide registration.

Tree islands are important centers of biodiversity in the Florida Everglades; they have two to three times the plant and animal diversity of the surrounding wetlands. This high diversity is due primarily to their higher elevation relative to the adjacent wetlands (fig. 1). In the natural Everglades system, water levels fluctuated seasonally with rainfall, and tree islands were the only sites that escaped flooding during the wet season. These seasonally dry sites provided refugia and nesting sites for animals and allowed tree and shrub communities to flourish.

Marine sedimentary rocks of the Coast Ranges contribute selenium to soil, surface water, and ground water in the western San Joaquin Valley, California. Irrigation funnels selenium into a network of subsurface drains and canals. Proposals to build a master drain (i.e., San Luis Drain) to discharge into the San Francisco Bay-Delta Estuary remain as controversial today as they were in the 1950s, when drainage outside the San Joaquin Valley was first considered. An existing 85-mile portion of the San Luis Drain was closed in 1986 after fish mortality and deformities in ducks, grebes and coots were discovered at Kesterson National Wildlife Refuge, the temporary terminus of the drain. A 28-mile portion of the drain now conveys drainage from 100,000 acres into the San Joaquin River and eventually into the Bay-Delta. If the San Luis Drain is extended directly to the Bay-Delta, as is now being proposed as an alternative to sustain agriculture, it could receive drainage from an estimated one-million acres of farmland affected by rising water tables and increasing salinity. In addition to agricultural sources, oil refineries also discharge selenium to the Bay-Delta, although those discharges have declined in recent years. To understand the effects of changing selenium inputs, scientists have developed the Bay-Delta Selenium Model.

Since its founding in the late 1980s, the Alaska Volcano Observatory (AVO) has installed new monitoring networks and used satellite data to track activity at Alaska's volcanoes, providing timely warnings and monitoring of frequent eruptions to the aviation industry and the general public.
