These data can be used in making rational decisions in formulating effective flood-plain regulations that would minimize flood problems in the Tallaboa Valley.</p><p>The Tallaboa Valley (fig. 1) lies on the southwestern coast of Puerto Rico about 12 km (7.5 mi) west of the city of Ponce. The climate is semiarid with a mean annual precipitation of about 1,020 mm (40 in). It is a relatively small valley which until the late fifties was dedicated mainly to the product ion of sugarcane. Since then, the economy started changing from agriculture to industry. At present the lower part of the valley is completely industrialized. The upper part of the valley is used for agriculture--mostly as pastureland. The reach from Highway 132 downstream to the new Highway 2 is mainly agricultural with a few scattered communities. The lower part of the valley that includes the area from the Highway 2 bridge to the mouth is covered with heavy industry concerned with the refinement of oil, and associated industries.</p><p>The continuous growth of industry and consequently of the urban area of Peñuelas has encouraged growth onto the<br>flood plain. The study area is subject to flooding by the Rio Tallaboa and the Rio Guayanes, its main tributary. The Rio Guayanes is the- cause of flooding in the urban area of Penuelas, encompassing the reach from the northern edge of town downstream to Highway 132 where it joins the Rio Tallaboa.</p><p>Data are generally referred to in SI (International System) units followed&nbsp;by corresponding inch-pound units in parentheses. Low concentrations of aqueous chemical and radio-active wastes have been discharged to shallow ponds and to shallow or deep wells on the site since 1952. The regional water table ranges from about 200 feet to more than 1,000 feet below land surface within the INEL boundaries. The gradient of the water table averages about 4 feet per mile to the south-southwest. During the latest period of record, 1974 through 1978, the position of the water table has shown a net decline that ranges from 0.2 foot near the northern boundary of the INEL to more than 10 feet in the central and southern parts of the site. Recharge from surface water has been minimal or non-existent during the latter part of this period.</p><p>A large body of perched ground water has formed in the basalt underlying the waste disposal ponds in the Test Reactor Area. This perched zone contains tritium, chromium-51, cobalt-60, strontium-90, and several nonradioactive ions. Tritium is the only mappable waste constituent in that portion of the Snake River Plain aquifer directly underlying this perched zone.</p><p>Low concentrations of chemical and low-level radioactive wastes enter directly into the Snake River Plain aquifer through the Idaho Chemical Processing Plant (ICPP) disposal well. From 1974 through 1978, this 600-foot well was used to discharge a total of 1,861 million gallons of waste water which contained 1,697 curies of radioactivity, ninety-five percent of which was tritium. Tritium has been discharged to the well since 1953 and has formed the largest waste plume, about 28 square miles in area, in the regional aquifer, and minute concentrations have migrated downgradient a horizontal distance of 7.5 miles.</p><p>Other waste plumes south of the ICPP contain sodium, chloride, nitrate, and the resultant specific conductance. These plumes have similar configurations, flow southward, and the contaminants are in general laterally dispersed in that portion of the aquifer underlying the INEL. Other waste plumes, containing strontium-90 and iodine-129, cover small areas near their points of discharge because strontium-90 is sorbed from solution as it moves through the aquifer and iodine-129 is discharged in very low quantities. Cesium-137 is also discharged through the well but it is strongly sorbed from solution and has never been detected in a sample of ground water at the INEL. Radionuclide plume size and concentrations therein are controlled by aquifer flow conditions, the quantity discharged, radioactive decay, sorption, dilution by dispersion, and perhaps other chemical reactions. Extensive development of this coal, which may include onsite steam-power generation, gasification, liquefaction, and slurry-pipeline transport of the coal from this region, would place a heavy demand on the region's limited streamflow. Paleozoic rocks that underlie the Fort Union coal region and aquifers in these rocks, including the Red River Formation and the Madison Limestone, might supply, at least on a temporary basis, a significant part of the water required for coal development. The area of study covers approximately 200,000 square miles, and includes eastern Montana, western North Dakota and South Dakota, northeastern Wyoming, and northwestern Nebraska. This report, one of a series in the Madison Limestone study, uses hydrologic and geologic data to outline potentially favorable areas for well construction - that is, areas in which there is a good probability that large-yield wells (more than 500 gallons per minute) can be completed in the Red River Formation and in the Madison Limestone. Potentially favorable areas in terms of aquifer characteristics, for both the Red River Formation and the Madison Limestone, are given a numerical evaluation from 1 to 3 based on the number of the following criteria that are met: (1) the presence of more than 100 feet of relatively porous rock, (2) the presence of more than 100 feet of dolomite, and (3) the presence of known geologic structures which could affect yield. Areas rated 3 are those in which all three criteria are satisfied; areas rated 2 are those in which two criteria are satisfied; and areas rated 1 are those in which only one criterion is satisfied. The criteria selected for this analysis were chosen because they can be recognized and mapped over the entire study area. Local features such as minor structures, solution zones, and rock facies of small extent were not included in this regional evaluation. In addition, water quality was considered in a general way in defining the favorable areas, by excluding areas in which the electrical resistivity of formation water, as calculated from geophysical well logs, was less than 1 ohm-meter. The numerical scales of the Red River Formation and Madison Limestone are summed to show potentially favorable areas for the combined aquifers. Certain additional factors which may be important to a prospective water user were not included in the numerical ranking - these include depths to the two aquifers, calcite saturation, water temperature, total dissolved solids, and piezometric head in relation to land surface. For a complete evaluation, potential users should consider these factors plus local structures, facies, and solution zones in conjunction with the numerical rankings reflecting aquifer characteristics. Highest levels of the potentiometric surface, 61 to 64 feet above sea level, were near the outcrop or subcrop of the aquifer in topographically high areas of Anne Arundel and northern Prince Georges Counties. The potentiometric surface slopes toward centers of pumpage near Annapolis, in northern Charles County, and southern Prince Georges County. Two separate , distinct, and extensive cones of depression have developed in the surface around the well fields of Waldorf, in northern Charles County, and the Chalk Point power plant, in southern Prince Georges County. The cone of depression in the Annapolis area has coalesced with a more shallow cone that includes the Broadneck Peninsula. The network of wells was developed and is operated and maintained as part of the cooperative program between the U.S. Geological Survey and agencies of the Maryland Department of Natural About 70 percent of the project funding was used to acquire radar imagery and to evaluate Alaskan applications. Results of these studies indicate that radar images have a unique incremental value for certain geologic and cartographic applications but that the images are best suited for use as supplemental information sources or as primary data sources in areas of persistent cloud cover.</p><p>The value of radar data is greatest for geologic mapping and resource surveys, particularly for mineral and petroleum exploration, where the objective is to locate any single feature or group of features that may control the occurrences of these resources. Radar images are considered by oil and gas companies to be worth the cost of data acquisition within a limited area of active exploration.</p><p>Radar images also have incremental value for geologic site studies and hazard mapping. The need in these cases is TO inventory all geologic hazards to human life, property, resources, and the environment. For other geologic applications, radar images have a relatively small incremental value over a combination of Landsat images and aerial photographs.</p><p>The value of radar images for cartographic applications is minimal, except when they are used as a substitute for aerial photographs and topographic maps in persistently cloud-covered areas. If conventional data sources are not available, radar images provide useful information on terrain relief, landforms, drainage patterns, and land cover. Screen less lithography is a low-cost method of reproducing the images. </p><p>The images from modern, commercially available radar systems have good visual quality; they also have better geometric accuracy and higher information content than images from older systems. Images from modern systems, however, also have some of the same disadvantages as those from older systems. The most serious problem is that considerable information is lost in the process of recording the radar return on film. Another problem is that the oblique radar view of the landscape results in interpretations that are biased by look direction. A compromise antenna depression angle also commonly results in inadequate or excessive shadowing in parts of the image. Studies show that annual ground-water pumpage there has increased since 1945 and has exceeded mean annual recharge since 1966. Continued and increased stress on the aquifer system of the valley is expected because population in the valley is predicted to double by 1998 and triple by 2020, based on 1977 population figures. The U.S. Geological Survey proposes a 10-year program to develop a data base to aid in evaluation of future water-management alternatives. A study plan has been developed that describes present and potential problems and objectives of the program, and outlines work items to be undertaken in the study area. The dikes across Ranger Residence Wash and Access Road Wash at the mouth divert floods up to the 50-year recurrence interval away from residential areas. Flow and debris damage in protected areas will be relatively minor minor for floods including the 100-year flood, whereas damage caused by sediment deposition at the mouths of the washes near Lake Mohave could be significant for floods equal to or less than the 100-year flood. The extreme flood, a flood meteorologically and hydrologically possible but so rare as to preclude a frequency estimate, could cause great damage and possible loss of life. The present dikes would be topped or breached by such flooding. Measurements of base flow were made at 52 additional sites in the region. The report describes the hydrologic setting of this important coal region and summarizes the surface-water data collected at the monitoring sites from August 1978 through September 1979. Coal mining and lease activities in each of the monitored basins also are described.<br></p><p>Where possible, hydrologic impacts of coal mining are evaluated. Impacts include increases in streamflow and degradation of surface-water quality due to water discharged from underground mines. Other impacts include removal of water from ground-water storage, changes in the natural ground-water flow system, and possibly the diminution of spring flows.<br></p><p>Adequacy of the monitoring network to detect hydrologic changes due to mining is evaluated. Wiley Hydroelectric Project is a proposal by the Idaho Power Company to develop hydroelectricity near Bliss, Idaho, by building a dam on the Snake River (fig. 1). The proposed dam would impound a narrow reservoir as deep as 85 feet in a free-flowing reach of the river that extends from the upper reach of water impounded by the Bliss Dam to the foot of the Lower Salmon Falls Dam, nearly 8 miles farther upstream. The proposed dam would be built in three sections: a spillway section and a powerhouse (intake) section to be constructed of concrete in the right-handed part, and an embankment section to be constructed as a zoned-fill of selected earth materials in the left-hand part. (Right and left are to be understood in the sense of looking downstream.) In August, 1979, the Idaho Power Company was granted a 3-year permit (Project No. 2845) by the Federal Energy Regulatory Commission (FERC) to make site investigations and environmental studies in the project area. A year later, on August 26, 1980, the company applied to FERC for a license to construct the project. On October 8, 1980, as explained in a letter by William W. Lindsay, Director of the Office of Electric Power Regulation, the company was given 90 days to correct certain deficiencies in the application. Because several of the deficiencies identified by Mr. Lindsay pertain to geologic aspects of the project, his letter is attached to this report as Appendix A. Hereafter in this report, the deficiencies listed by Mr. Lindsay are identified by the numerical entries in his letter.
