The South Florida ecosystem encompasses an area of approximately 28,000 square kilometers and supports a human population that exceeds 5 million and is continuing to grow. The natural systems of the Kissimmee-Okeechobee-Everglades watershed compete for water resources primarily with the region's human population and urbanization, and with the agricultural and tourism industries. Surface water flow modeling and ecological modeling studies are important means of providing scientific information needed for ecosystem restoration planning and modeling. Hydrologic and ecological models provide much-needed predictive capabilities for evaluating management options for parks, refuges, and land acquisition and for understanding the impacts of land management practices in surrounding areas. The completion of the Dauphin Bypass Transportation Project in 2001 helped to alleviate traffic congestion from these watersheds to Harrisburg. However, increased development in Powell Creek and Armstrong Creek Watersheds is expected. The purpose of this study was to establish a baseline for future projects in the watersheds so that the effects of land-use changes on water quality can be documented. The Pennsylvania Department of Environmental Protection (PADEP) (2002) indicates that surface water generally is good in the 71 perennial stream miles in the watersheds. PADEP lists 11.1 stream miles within the Armstrong Creek and 3.2 stream miles within the Powell Creek Watersheds as impaired or not meeting water-quality standards. Five major floods occurred during 1952, 1965, 1966, 1983, and 1984, and six multiyear droughts occurred during 1896-1905, 1930-36, 1953-65, 1974-78 (U.S. Geological Survey, 1991), and more recently during 1988-93 and 1999-2002. The areal extent of floods generally is limited in size from one to several watersheds, whereas droughts generally affect most or all of the state. Southern Utah, in particular the Virgin River drainage basin, began experiencing drought conditions during the winter of 1998-99. By 2000, drought conditions were evident throughout all of Utah. The current drought (1999-2002) is comparable in length and magnitude to previous droughts; however, with population growth and increased demand for water in Utah, the general effect is more severe.</p><p>During 2002, the fourth straight year of nearly statewide drought conditions, some areas of Utah experienced record-low streamflows. Several record-low streamflows occurred in streams with records dating back to the 1900s. The city’s beaches are a major recreational and commercial resource, normally attracting millions of visitors each summer. One possible source of the bacterial contamination was the Orange County Sanitation District’s sewage outfall, which discharges treated wastewater 4.5 miles offshore at a depth of 200 feet. Scientists from the U.S. Geological Survey and cooperating organizations have been investigating whether ocean currents and waves transport the wastewater to the beaches. CWD affects elk, white-tailed deer, and mule deer, but has not been documented in livestock or humans. The origins of the disease, as well as the modes of transmission, remain unknown. Infected deer and elk appear robust and healthy in the early stages of CWD; clinical signs might not show for years. Mortality typically occurs within months after the appearance of clinical signs.
