Test drilling has determined that a downhole-percussion airhammer can be used effectively to drill basalts in Hawaii. When used in conjunction with a foam-type drilling fluid, the hammer-bit penetration rate was rapid. Continuous drill cuttings from the materials penetrated were obtained throughout the borehole except from extremely fractured or weathered basalt zones where circulation was lost or limited. Cementing of these zones as soon as encountered reduced problems of stuck tools, washouts, and loss of drill-cuttings. Supplies and logistics on the Hawaiian Islands, always a major concern, require that all anticipated drilling supplies, spare rig and tool parts, drilling muds and additives, foam, and miscellaneous hardware be on hand before starting to drill. If not, the resulting rig downtime is costly in both time and money.

Buried drains in the highly permeable unconfined aquifer at the site control the level of the water table. Hydraulic conductivity of the aquifer and drain-leakance, the reciprocal of resistance to flow into the drains, was determined at a representative irrigation circle while calibrating a model of the groundwater flow system. Hydraulic conductivity is 0.00055 m/sec, in the north zone of the circle, and 0.00039 m/sec in the south zone. Drain leakance -6 -6 is low in both zones: 2.9 x 10m/sec in the north and 9.5 x 10 m/sec in the south. Low drain leakance is responsible for waterlogging when irrigation rates are maintained at design levels. The capacity of the study circle to accept wastewater is 35 percent less than design capacity.

The probability of spill occurrences, likely movement of oil slicks, and locations of resources vulnerable to spilled oil were analyzed. The times between spill occurrence and contact with various resources were estimated. The combined results yielded estimates of the overall risks associated with development of the proposed lease area. Assuming that oil will be found in all 153 proposed tracts of the lease area, and depending upon the routes chosen to transport oil from OCS platforms to the shore, the leasing of the tracts proposed for OCS Sale 60 will result in an expected 4.0 oilspills. The estimated probability that land will be contacted by one or more oilspills that have been at sea less than 30 days is 0.96.

Seasonal variations of the potentiometric level in one well at Jacksonville was 4.2 feet during 1976. During the 18 year period from 1960 to 1977 the mean annual decline of potentiometric levels in the county was about 8 feet because of a large increase in withdrawals and to a lesser extent a decline in average annual rainfall in recharge areas. Maps of the potentiometric surface in 1960 and 1977 indicate that the greatest decline was more than 20 feet in the south-central part of the county. The decline was less than 5 feet in the western part of the county. The ground-water basin of the upper Coachella Valley seems to be geologically suitable for large-scale artificial recharge. A minimum of 900 ,000 acre-feet of water could probably be stored in the basin without raising basinwide water levels above those that existed in 1945. Preliminary tests indicate that a long-term artificial recharge rate of 5 feet per day may be feasible for spreading grounds in the basin if such factors as sediment and bacterial clogging can be controlled. The California Department of Water Resources, through the Future Water Supply Program, is investigating the use of ground-water basins for storage of State Water Project water in order to help meet maximum annual entitlements to water project contractors. Most total coliform are native soil organisms, whereas the fecal coliform and fecal streptococci originate from the feces of wild and domestic animals. Urban runoff has been reported to contain pathogenic organisms, but this probably presents little direct threat to human health because the runoff is not ingested. Runoff water can, however, have other negative effects such as contamination of surface water, which may result in beach closures, or contamination of shellfish. This type of contamination is generally of short duration because indicator bacteria and pathogens die out rapidly in the aquatic environment. Similarly, bacteria and viruses deposited on soil by stormwater are inactivated by drying, competition from soil microflora, and a variety of other processes. Every storm producing runoff is unique in the number and type of microorganisms because these vary from site to site, from storm to storm, and during the course of the storm. Stormwater to be examined for microorganisms must be collected in sterile containers and processed immediately. During that time, there have been four Federal lease sales: in 1966, 1968, 1975 (Sale 35), and 1979 (Sale 48). Oil and gas production from three leases has been going on since 1968. It peaked in 1971 and now averages around 31,400 barrels of oil and 15.4 million cubic feet of gas per day. Discoveries on areas leased in the 1968 and 1975 sales have led to plans for eight new platforms to begin production in the early 1980's. Five platforms are in the eastern end of Santa Barbara Channel, one is in the western Channel, and two are in San Pedro Bay, south of Long Beach. Three rigs are doing exploratory drilling in the Region.
\nThe most recent estimates by the U.S. Geological Survey of remaining reserves for all identified fields in the Southern California Region are 695 million barrels of oil and 1,575 billion cubic feet of gas (January 1979). The USGS has also made risked estimates of economically recoverable oil and gas resources for all the leased tracts in the Region (March 1980). These risked estimates of economically recoverable resources are 394 billion barrels of oil and 1,295 billion cubic feet of gas. The USGS estimates of undiscovered recoverable resources for the entire Southern California OCS Region (January 1980) are 3,200 million barrels of oil and 3,400 billion cubic feet of gas.
\nBecause of the long history of oil and gas production in Southern California from wells onshore and in State waters, there are many existing facilities for the transportation, processing, and refining of oil and gas. Some of the expected new OCS production can be accommodated in these facilities. Four new onshore projects will be required. Two of these are under construction: (1) a 9.6-km (6-mi) onshore oil pipeline (capacity: 60,000 bpd) between Carpinteria (Santa Barbara County) and the existing Mobil-Rincon separation and treatment facility (Ventura County), and (2) a small supply base and dock (upgrade of existing facility) and a 0.4-hectare (1-acre) crude oil distribution facility in Long Beach (Los Angeles County), connected to landfall by a 3-km (1.8-mi) onshore pipeline. The two other facilities are awaiting permit approval: (1) a gas treatment plant at Las Flores Canyon (Santa Barbara County) and (2) a separation and treatment plant at Mandalay Beach (Ventura County) with 4 km (2.5 mi) of onshore pipeline on the same right-of-way from landfall to the plant and from the plant to an existing gas transmission line.
