The first rig began drilling in March\n1978. More rigs quickly moved into the Region, and as many as nine were\nworking at the same time for a brief period in January 1979. As of November\n1979, nineteen exploratory wells and two stratigraphic test wells had been\ndrilled by the oil companies. One of these test wells and three exploratory wells\nhave had shows of natural gas, but none of the oil companies has yet announced\nthat it has found enough gas to go forward with plans for production. Because of\nthe somewhat disappointing results so far, exploratory drilling has declined.\nOnly one company is currently operating a rig, and one other company has\nannounced plans to begin drilling this winter.</p>\n<br/>\n<p>The most recent risked estimates by the U.S. Geological Survey of\nundiscovered, economically recoverable oil and gas resources in the Mid-Atlantic\ntracts currently under lease are 8 million barrels of oil and 860 billion cubic feet\nof natural gas. The resource estimate for oil does not represent a commercially\nproducible quantity. On the basis of the geologic information gained from wells\ncompleted to date and the huge capital costs of building a pipeline to bring the\ngas ashore, the natural gas estimate for currently leased tracts in the Mid-Atlantic\nRegion appears to be short of a commercially producible amount.</p>\n<br/>\n<p>To date, onshore impacts resulting from OCS exploration consist of two\nsupport bases: a helicopter base in Atlantic City, New Jersey, from which crews\nare flown out to the drilling rigs; and a support base in Davisville, Rhode Island,\nfrom which equipment and supplies are ferried out to the rigs by boat. The interval tested (1,050 to 1,070 feet below sea level) is in a calcarenite that is equivalent to the Ocala Limestone (late Eocene) of onshore Florida and South Georgia. At this site the Ocala forms the highly productive Tertiary limestone aquifer system of the southeastern United States. Pressure-head measurements indicate an equivalent freshwater head of 24 to 29 feet above sea level. These pressure-head measurements and an earlier one made in the nearby JOIDES J-1 hole are the only hydraulic head determinations to date in the offshore extensions of any of the aquifers underlying the Atlantic coastal plain. </p><p>A drill-stem test recovered water samples containing about 7,000 milligrams per liter chloride. However, seawater used in the drilling process apparently contaminated the samples and the formation water is considered slightly fresher. </p><p>The head and salinity data from the Tenneco well suggest that the sampled interval lies in the transition zone between fresh and seawater in the limestone aquifer. These data, when viewed with similar data from JOIDES J-1, show the transition zone to slope very slightly landward. Through 1978, OCS oil and gas leases had yielded \\$40.5 billion in gross production value and produced over \\$28.3 billion in direct revenue to the federal government.</p><p>Policies and procedures for managing the oil and gas resources of the OCS were established by Congress in the Outer Continental Shelf Lands Act of 1953. The Department of Interior was given the central responsibility for carrying out this management role in the 1953 Act; this responsibility has been re-established in the 1978 Amendments to the OCS Lands Act. As stated in the 1978 legislation, the goals of OCS management are to:</p><p style=\"padding-left: 60px;\" data-mce-style=\"padding-left: 60px;\">...preserve, protect and develop oil and natural gas resources in a manner which is consistent with the need (A) to make such resources available to meet the Nation's energy needs as rapidly as possible... (C) to insure the public a fair and equitable return on the resources of the Outer Continental Shelf, and (D) to preserve and maintain free enterprise competition.</p><p>As part of its continuing effort to monitor the effectiveness of federal policies relating to OCS oil and gas resources, the Conservation Division of U.S. Geological Survey, Department of Interior, has sponsored the research which is the basis for the present report. Preliminary model results are presented as a series of maps showing tidal flood, tidal ebb, and circulation patterns in the bay for predredging and postdredging conditions. Complex circulation patterns occur near the bay mouth in an area where there is (1) a change in thalweg alinement of the bay, (2) an intersection of three major ship channels, and (3) submergent and emergent dredged material located adjacent to each of the channels. The principal water-bearing zone is a shell bed 35 to 55 feet below land surface. The aquifer is unconfined, and the water table was about 4 feet below land surface during the investigation (spring 1979). Aquifer tests indicate a transmissivity for the aquifer of approximately 2,400 feet squared per day. Water in the upper 40 feet of the aquifer is fresh, but becomes increasingly brackish with depth. Use of water from the surficial aquifer is limited because of low yields and poor water quality. The references listed are selected in the sense that mainly statistical reports such as the annual Minerals Yearbook of the U.S. Bureau of Mines and many annual and biennial reports of the Alaska Division of Geological and Geophysical Surveys and its predecessor agencies are not included. Also not included are data on many claims about which little more than their locations is known (for example, localities 42 to 50 in Elliott and others, 1978 (OF 7873)). These omissions should not be interpreted as a judgement that the claims are not on valid mineral occurrences, but only that there are insufficient data to describe any mineral deposit that might be present.
