One successful case of dispute avoidance was in the conversion of an abandoned railroad right-of-way to a linear park in Columbia, Missouri. The potential disputes in this case were twofold: the first centered on the question of ownership of the right-of-way where the railroad holds easements; the second was the issue of how the right-of-way would be developed. This second issue was addressed through the use of third party assistance.</p><p>A member of the American Arbitration Association and a member of the Heritage Conservation and Recreation Service acted as an outside third party to facilitate negotiations between the city and adjacent landowners. The result of these negotiations is that the proposal to convert the right-of-way to a linear park has met with acceptance and the project to acquire the land is progressing.<br></p><p>In a similar case in Douglas County, Nebraska, third party assistance was not employed and an impasse resulted. The freshwater exists in two separate lenses, one in the northern half of the island and one in the southern half. The slightly larger north lens is separated from the south lens by a low-lying area 1 to 3 feet above NGVD of 1929. The lenses float on saltwater in the aquifer and are affected by tidal fluctuations. The areal and depth configuration of the lenses fluctuate in response to rainfall, evapotranspiration, lateral and vertical losses, and pumpage from local wells. The lenses are not a major source of freshwater. The resulting physical and chemical water-quality data will be useful in managing the reservoirs for use of stock watering, waterfowl propagation, fish production, and recreation. The surface areas of the reservoirs range for 0.4 to 28.1 hectares with water depths ranging from 0.25 to 6.9 meters. The chemical composition of water varied among reservoirs and with season. Specific conductance ranged from 446 to 4,020 micromhos per centimeter during the winter sampling period and from 62 to 999 micromhos per centimeter during the spring sampling period. Although a pH of 6.9 was measured at one reservoir during the winter, pH values generally ranged from 7.7 to 9.8. Under ice cover, which averaged 1.0 meter thick in late February, three reservoirs attained dissolved-oxygen concentrations above saturation. S. Department of Energy as an underground nuclear explosion. The location of this event by the U.S. Geological Survey places it in the oil-rich Middle Ob region of West Siberia in the vicinity of the Salym oil field. The field, which was discovered in 1965, has seven oil pools, of which the main pay is the bituminous shale of the Upper Jurassic Bazhenov Formation. This formation is one of the few examples of a primary oil-bearing pelite reservoir having a high content of organic matter that was also the source of the oil. A characteristic of the Bazhenov Formation is the wide range of fracture permeability and oil flow rates. Where fracture permeability is high, wells yield more than 2,100 bbl/day. Elsewhere, wells yield less than 35 bbl/day or are dry. The seismic event of October 4, 1979, may have been an underground nuclear explosion experiment designed to stimulate production by fracturing the tight bituminous shale. Previous attempts to stimulate oil production in the U.S.S.R. by using nuclear explosions were carried out in carbonate reservoirs.</p>","language":"English","publisher":"U.S. Geological A digital model calibrated to conditions in Duck Creek was used to develop alternatives for future waste loadings that would be compatible with Indiana stream water-quality standards defined for two critical hydrologic conditions, summer and winter low flows. The major point-source waste load affecting Duck Creek is the Elwood wastewater-treatment facility. Natural streamflow during the low flow is zero, so no benefit from dilution is provided. Natural reaeration at the low-flow condition (approximately 3 cubic feet per second), also low, is estimated to be less than 1 per day (base e at 20 Celsius). Consequently, the wasteload assimilative capacity of the stream is low. Effluent ammonia-nitrogen concentrations, projected by the Indiana State Board of Health, will result in stream ammonia-nitrogen concentrations that exceed the State ammonia-nitrogen toxicity standards (2.5 milligrams per liter from April to October and 4.0 milligrams per liter from November through March). The projected effluent ammonia-nitrogen load will also result in the present Indiana stream dissolved-oxygen standard (5.0 milligrams per liter) not being met. Benthic-oxygen demand may also affect stream water quality. During the summer low-flow, a benthic-oxygen demand of only 0.6 gram per square meter per day would utilize all the streams 's available assimilative capacity. The most significant seasonal water-level declines observed in 1979 were in supply well 22 (36.35 feet) and test well T-7 (15.98 feet). The chemical quality of water samples collected in 1979 was similar to that collected at comparable depths and periods in 1978. Success in its use was related directly to the resources applied by the experimenter. After design faults were corrected by the manufacturer, most of the problems encountered were associated with power supplies, sensor, and sensor interfaces. In general, the CDCP and the Geostationary Operational Environmental Satellite systems performed as specified. The coarse silt and sand parts of these loads are deposited on the Lake Agassiz Plain. Transport of sediment is lowered and flow duration is increased on the Middle Branch Park River due to the presence of small dams. Observations suggest that bedload transport is a significant process, particularly in the upstream reaches. However, no quantitative bedload data were collected.</p><p>During periods of low flow, analyses of water from the rivers in both watersheds show downstream increases in sodium and chloride due to ground-water seepage or the unregulated flow of wells. </p><p>Diversity of benthic invertebrates indicates water-quality conditions are better on the Middle Branch Park River than on the North Branch, and are better at upstream sites than at downstream sites. </p><p>A program through which the Soil Conservation Service can monitor the effects of present and future works of improvement on the watersheds was designed. A spill of 5,000 gallons of chloroform in 1970, 120 feet from the well, is probably the source of the contamination. The chloroform is adsorbed in the unsaturated zone in the alluvium; the greatest concentrations are presently at and slightly above the water table. Lesser amounts of carbon tetrachloride are found with the chloroform. Its source is unknown.</p><p>The two contaminants were above the water table in the alluvium until a long-term trend of rising ground-water levels caused water to reach the contaminants and the water-chloroform mixture began moving downgradient to the well. High river stages cause a seasonal cycle of water-level rise, generally in late spring and midsummer; the ground water comes in contact with more chloroform and the chloroform concentration of the well water increases.
