The growing need for the United States to find and develop new energy resources has led to interest in the petroleum potential of frontier areas of the Atlantic Outer Continental Shelf (OCS) seaward of the eastern seaboard state boundaries. These submerged lands are under federal jurisdiction. The authority to lease tracts for resource development is vested with the Bureau of Land Management (BLM), of the Department of Interior, pursuant to the terms of the Outer Continental Shelf Lands Act of 1953 and the National Environmental Policy Act of 1969; the latter Act requires that the inevitable social and environmental effects of development be considered in leasing decisions.

The Georges Bank region, part of the Continental Shelf off New England, is one of three designated Atlantic OCS target areas for petroleum exploration. It is also one of the world's most productive fishing grounds, and the nearby coastal states have high population densities, important fishing industries, and coastlines with extraordinary recreational and scenic value.

The trench exposed 16 mappable sedimentary units and four soils, including three buried paleosols. The ages of the mapped units could not be narrowly defined but they are of late Quaternary age. Some rodent bones suggest a possible age of about 5,000 years for one of the higher stratigraphic units. The fault zone is very clearly represented in the trench, and, to the full 4-m depth of the trench, consists of a zone of fault rubble as much as 1.5 m wide. Two fractures outside the fault rubble show no vertical displacement. In addition to the fault rubble, the fault is conspicuous because several of the mapped units terminate abruptly against the rubble zone, and because the sediments southeast of the zone are coarser-grained than the sediments northwest of the zone. Maximum vertical component of the 1915 displacement was estimated to be 0.4–0.6 m based on topography and 0.5–0.6 m based on displacement of stratigraphic units including soils. Two or more episodes of vertical displacement, one of about 0.3 m and another totaling at least 1.15 m prior to 1915 are recorded and may have occurred in the last 5,000 years. These and other displacement events prior to 1915 are poorly dated, but that several did occur in late Pleistocene and Holocene time is certain. Protecting the water resources of the Nation is a major emphasis of the \nSurface Mining Control and Reclamation Act, PL 95-87. Permanent regulations \nestablished for this Act by the Office of Surface Mining (OSM) require the \nissuance of a permit before mining begins. An application for a mining permit \nmust include an assessment of the hydrologic characteristics of the mining \nsite and adjacent area, and a projection of the potential impacts of \nmining activities on surface water and ground water.

OSM's permanent regulations and guidelines provide little insight on the \n\"how to\" aspect of making the required hydrologic assessment. This investigation\nwas completed to improve the understanding of the kinds of information \nneeded to make such assessments by: (a) reviewing the regulations to determine \nwhat hydrologic information is required; (b) preparing an example hydrologic \nassessment based on the regulations; and (c) using the experience \ngained in (a) and (b) to identify areas lacking or needing additional data to \nmake the required assessment.

Hydrologic data for the study area were obtained from published and unpublished \nreports, maps, aerial photographs, personal interviews with residents \nin the area of the hypothetical mine site, and discussions with experts in \nthe field. Where data were unavailable, \"synthetic\" data were generated by \nextrapolation from proximate or similar watersheds and (or) by assumptions \nbased on experience or theory. Some field data were collected to corroborate \nand augment information originating from all these sources.

The observation-well network in the vicinity of the two well fields is described in detail. Data obtained from the network from October 1976 through September 1977, as well as rainfall and pumpage records, are presented and discussed. Below-normal rainfall caused the water table and potentiometric surface of the Floridan aquifer in Eldridge-Wilde well field to recover 2 feet less in September 1977 than in the previous September. Water levels in East Lake Road will field were approximately the same in September of both years. The Southwest Florida Water Management District has established regulatory water-level and water-quality limits in several observation wells. Water levels did not drop below regulatory limits during the year. Water from two deep wells west of Eldridge-Wilde well field exceeded the regulatory limits for chloride concentrations. The position of the 250 milligram per liter chloride line is shown in cross section in the vicinity of Eldridge-Wilde well field in September 1977. Network modifications are proposed that would result in a more comprehensive knowledge of the hydrologic system.

This report, which was prepared in cooperation with the cities of Houston and Galveston, the Harris Galveston Coastal Subsidence Distract, and the Texas Department of Water Resources, presents data on water-level changes during 1977-80 and 1979-80 in the Chicot and Evangelina aquifers (figs. 1-4).  During these periods, ground water pumping decreased in Galveston County and southern Harris County and increased in northern and western Harris County (Gabrysch, 1979).

Water levels in about 550 wells were used to construct the maps showing water level changes.

Time-dependent behavior of natural and and excavated slopes in sedimentary rocks is a subject that is poorly understood at present but that is now an important consideration in the design, operation, and reclamation of energy-extraction facilities, in part because of the environmental considerations mandated by the Surface Mining Control and Reclamation Act of 1977 (Public Law 95-87.)

A slide in an abandoned, unreclaimed strip mine northwest of Sheridan, Wyoming, has been analyzed as an example of a long-term slop failure in the region. This slide occurred in early 1975, some 20 years after cessation of mining. This investigation used Spencer's limiting equilibruim method and an elastic-plastic finite element method incorporating the Drucker-Prager yield criterion.

A much smaller basin, into which Aialik Glacier discharges icebergs, is located west of two islands and a submarine ridge. Comparison of 1978 soundings with U.S. Coast and Geodetic Survey (now National Oceanic and Atmospheric Administration) data obtained in 1912 shows shoaling of about 64 feet in the deepest part of the small basin nearest the glacier and of about 40 feet in the large basin. The time of retreat of Aialik Glacier from the moraine bar is unknown; a faint ' trimline ' is still visible in the forest on the east side of the fiord, and a carbon-14 date suggests the retreat could have taken place as recently as 1800. The time of Aialik Glcier 's neoglacial advance to the moraine is unknown. Pederson Glacier, which terminates in part in a tidal lagoon or lake, has retreated about 0.90 mile from a moraine judged by Grant and Higgins to have been in contact with the ice about 1896. Both basins are closed on the north by terminal-moraine bars where Blackstone Glacier and its tributaries terminated as recently as about A.D. 1350; a carbon-14 date of 580 years before present on Badger Point, and old trees farther up the bay, disclose that the glaciers retreated to two narrow inlets at the head of the bay before 1400. The inlets were still glacier-covered until at least 1909. Glaciers in both inlets have continued to retreat; at present they terminate at the head of tidewater, where they discharge small icebergs. Only relatively thin sediments have accumulated in the eastern basin south of the terminal-moraine bar, and most of the bottom is hard and irregular as disclosed by soundings and profiles. The northern part of Blackstone Bay is very deep; at more than 1,100 feet below sea level a large, level accumulation of sediment is present which is presumably as much as 1,000 feet deep and has been accumulating since late Pleistocene glaciers retreated. The U.S. Geological Survey in cooperation with five cosponsors: California Division of Mines and Geology, California Emergency Services, California Seismic Safety Commission, City of Los Angeles, and Federal Emergency Management Agency, convened a conference on Earthquake Prediction Information in Los Angeles during the period January 28-30, 1980. More than 100 government officials, scientists, engineers, social scientists, and civic and community leaders participated in the three day conference. The purpose of the conference was to provide a forum for presenting basic information on the state-of-the art of earthquake prediction and to identify constructive responses that might be taken through broad cooperative community participation both before and after an actual prediction of an earthquake.

The water supply for the Reedsport area is obtained from Clear Lake, a 310-acre coastal lake that contains 16, 600 acre-feet of water at full-pool. The lake receives about 6,000 acre-feet of water annually from runoff and direct precipitation, and it loses about 600 acre-feet by evaporation. The 2,100 acre-feet diverted annually for public supply is about two-thirds of the ' usable storage capacity ' of the lake volume above the water-supply outlet pipe. Clear Lake is classified as a warm monomictic lake; that is, it is thermally stratified except during winter. The water of Clear Lake is of the sodium chloride type and is low in dissolved solids and nutrients. The water is considered to be of good quality for public supply, on the basis of biological and chemical constituents analyzed, which include trace elements pesticides, and organic material.

The only ground-water source with potential to supply the needs of the Reedsport area is the dune sand-marine aquifer between U.S. Highway 101 and the coast. That aquifer consists largely of medium- to fine-grained sand with a variable saturated thickness of at least 90 feet. The aquifer is estimated to contain at least 12 billion gallons of water and to receive annual recharge from precipitation equivalent to 10 million gallons per day. Wells in the most productive part of the aquifer could be expected to yield a few hundred gallons per minute. The only identified water-quality problem is excessive iron reported in water from some wells.

Either Clear Lake or the major aquifer could supply the Reedsport area 's aticipated year 2000 need of about 2.4 million gallons per day.

During the summers of 1978 and 1979, 211 gravity stations were established in the Selway-Bitterroot Wilderness area (Fig. 1). The data were obtained as part of the U.S. Geological Survey's (USGS) program to evaluate the mineral-resource potential of wilderness areas. This gravity survey complements a gravity study of the proposed Blue Joint, Magruder and Meadow Creek wilderness study areas (Bankey and others, 1980).
