Films are well suited for the study of weather, and users of such films have derived much useful data. For many potential remote sensing applications, however, a quantitative measurement of the brightness of the imaged light patterns is needed, and it cannot be extracted with adequte accuracy from the films. Such information is contained in the telemetry from the spacecraft and is retained on digital tapes, which store the images for a few days while they await filming. For practical reasons, it has not heretofore been feasible for the Air Force to provide a remote-sensing user with these digital data, and the quantitative brightness information has been lost with the erasure of tapes for re-use. </p><p>For the purpose of evaluation of tapes as a means for remote sensing, the Air Force recently did provide to the author six examples containing records of nighttime DMSP imagery similar to that which has previously 1 been evaluated by SRI International in a film format. The digital data create many new applications for these images, owing to a combination of several factors, the most important of which are the preservation of photometric information and of full spatial resolution. In this evaluation, stress has been placed upon determination of the broad potential value of the data rather than the full exploitation of any one aspect of it. The effort was guided by an objective to develop handling methods for the vast body of numbers--methods which will be practical for use in a research or engineering environment where budgets are limited, and specialized capabilities and image reproduction equipment has not already been developed. We report the degree of success obtained in this effort, pointing out the relative strengths and the relative limitations, as compared to the sophisticated, weather-oriented data processing which is well suited for the Air Force requirements. </p><p>Both geometric and photometric calibration methods are evaluated. An image can be considered as a 3-dimensional array, X, Y, Z, in which X and Y are the coordinates of a picture element (pixel) and Z is the brightness at that location. A method of approach to handling these parameters, particularly Y and Z, is developed in a form quite different from that which serves the operational applications. </p><p>The user of digital data will need the film images which are generated by the Air Force from the same data as is provided on digital tape. In the first stages of analysis, the films provide both a convenient index and a guide to identification of large patterns in the data. Additionally, the infrared (8 to 13 0 film provides a valuable indicator of cloud cover. </p><p>Two general conclusions are drawn from this study. Firstly, the digital DMSP data have great potential value but their cost, in terms of the interruption of the present operational routine, is quite high. Therefore, if a program is undertaken to provide for the open availability of an archive of digital records, great care must be exercised in selecting only those records which have unusually high value in order that the effort will be cost-effective. Secondly, it is concluded that several aspects of the program, well designed for Air Force operational purposes, are not adapted to earth-sensing needs. This is probably inevitable, since the two applications are largely different and in some ways incompatible. For example, the nighttime visual sensor saturates in the center of major cities and in moderately large fires (such as gas flares). This saturation prevents the analyst from integrating photometric parameters. The holes are within the area of the short-term lease application. C-27931 held by Wyoming Fuels of Lakewood, Colorado.</p><p>Drill-hole GNW1 is located in T. 3 N., R. 78 W., sec. 10, SIANE14, in the Gould NW quadrangle, and drill-hole JMM2 is located in T. 8 N., R. 78 W., sec. 10, SW<sup>1</sup>/<sub>2</sub>NE<sup>1</sup>/<sub>4</sub>, in the Johnny Moore Mountain quadrangle (fig. 1). The area is part of the McCallum Known Recoverable Coal Resource Area (KRCRA).</p><p>The purpose of the drilling was to gather additional data concerning depth, thickness, and extent of the Sudduth coal bed in order to calculate a reserve base for the area of the lease application. USGS personnel chose the drill-hole sites, conducted the geophysical logging, and recorded the descriptions of cuttings at 5-foot intervals.</p>","language":"English","publisher":"U.S. Geological A pumping depression exists upgradient from the reservation, and water levels have declined an average of 1.0 to 1.5 feet per year since the 1940's. This decline in the water level has led to the cessation of perennial flow in Zanja de Cota Creek that traverses the reservation. In the past this creek was fed by the natural discharge of water from the ground-water basin. Water-bearing rock beneath the reservation is limited in thickness and may become unusable as a water supply source in the near future if water levels continue to decline.</p><p>The chemical quality of water beneath the reservation is generally acceptable for both irrigation and domestic use; however, large-scale pumping could induce the flow of contaminated water from an area just upgradient.</p><p>Declines in ground-water levels and the existence of fecal contamination upgradient from the reservation make the successful development of a groundwater supply for the reservation Like offshore bids, these bids exhibited (a) occasional occurrences of low, noise bids, (b) apparent lognormality, (c) standard deviations (using natural logarithms) close to one, (d) apparent disparities between money left on the table given random lognormal bids consistent with flinching, and (e) wide ranges of aggressive and conservative biases of bidders in individual sales. Rainfall in excess of 30 inches was unofficially reported at several locations, while the highest 24-hour amount recorded by the National&middot;Weather Service was 29.05 inches at Albany in Shackelford County.</p>\n<p>Major flooding occurred on the Medina River and triputaries above Medina Lake and on the Guadalupe River and tributaries above Canyon Lake. Minor to severe flooding occurred on the tributaries of the Nueces River, on the Clear Fork Brazos River and tributaries, and on the Llano and Pedernales Rivers, which are tributaries of the Colorado River.</p>\n<p>Peak discharges at several streamflow stations exceeded the historic peaks, and the flood magnitude and frequency data for the Guadalupe River above Canyon Lake, the Medina River near Pipe Creek, and Clear Fork Brazos River indicate that the August 1978 flood had a recurrence interval in excess of 100 years. A digital model calibrated to conditions in West Fork Blue River was used to predict alternatives for future waste loadings that would be compatible with Indiana stream water-quality standards defined for two critical hydrologic conditions, summer and winter low flows.</p><p>Alternative waste loads that would permit instream dissolved-oxygen concentrations of at least 5.0 milligrams per liter for West Fork Blue River in Washington County, Ind., were determined. All point-source waste loads that potentially impact West Fork Blue River are in the town of Salem. The Salem municipal wastewater-treatment facility is the only facility in the modeled reach that has a National Pollution Discharge Elimination System permit to discharge organic waste.</p><p>In-stream dissolved-oxygen concentration averaged 96.5 percent of saturation at selected sites on West Fork Blue River during two 24-hour summer surveys. This high dissolved-oxygen concentration reflects small carbonaceous and nitrogenous waste loads, adequate dilution of waste by the stream, and natural reaeration. Nonpoint source waste loads accounted for an average of 53.2 percent of the total carbonaceous biochemical-oxygen demand and 90.2 percent of the nitrogenous biochemical-oxygen demand.</p><p>Waste-load assimilation was studied for both summer and annual 7-day, 10-year low flow. Natural streamflow for these conditions was zero, so no benefit from dilution was provided. The projected reaeration capacity of the stream was not sufficient to maintain at least 5 milligrams per liter dissolved oxygen in the stream with current waste-discharge restrictions. Consequently, during low flows, advanced waste treatment (nitrification-denitrification) or some other form of ammonia removal may be necessary to meet current Indiana stream water-quality standards for ammonia and dissolved oxygen. During winter low flow, ammonia toxicity, rather than dissolved-oxygen concentration, was the limiting water-quality criterion downstream from the Salem wastewater-treatment
