This tar file has four subdirectories with the following contents:

Hypoi – input files needed for hypoinverse
Hypoe – input files needed for hyoellipse
Summary – phase and summary files for hypoinverse (1989 through 2017) and hypoellipse (1989 –through Januaury 2012)
Response – dataless seed volumes for pre 2002 and 2002 to 2018.

A couple of additional things:

Best to get new dataless seed volumes from IRIS
Hypoellipse phase and summary files may have small periods of missing data.
Hypoinverse files are likely much more complete.
Velocity models for hypoinverse are in the hypoi/current/models directory.
