Abstract
The common goal of flood-plain regulation and use is protecting life, minimizing public expenditures, and reducing flood loss. A comprehensive program combining structural and nonstructural measures can yield substantial benefits and may present a practical approach for managing a flood plain. A review of flood-plain planning, management, and regulation in the San Francisco Bay region, Calif., as shown by a study of Napa County , demonstrates complex multijurisdictional involvements.
